geovalin Posted February 24, 2016 Share Posted February 24, 2016 Khmer Times / Buth Reaksmey Kongkea Two men, including a soldier, suspected of kidnapping and extorting $6,000 from a businesswoman in Phnom Penh last month were arrested yesterday at a checkpoint along the border with Thailand. Twenty-eight-year-old Nou Chanly and So Chamroeun, a 32-year-old soldier, were arrested at O’Smach international checkpoint in Oddar Meanchey province, local police chief Major Bun Sathya said yesterday. Mr. Chanly, also known as “Touch,” is allegedly responsible for plotting the kidnapping while Mr. Chamroeun is suspected of carrying it out.
