The 2 OPEC Members NOT Attending Oil Freeze Talks Are The Ones That Matter

11 of OPEC's 13 members say they will attend oil production freeze talks next month in Doha. These nations are responsible for around half the world's oil production. However, the two member countries that will not attend also hold the greatest capacity to restore halted production: Iran and Libya.

Iran has previously referred to calls for it to participate in halting production as "ridiculous" and a "joke," as the country is returning to the global oil market for the first time since 2012 after sanctions were lifted in January. Meanwhile, Libya is beset with internal strife that imperils the oil revenue stream- hence its reluctance to participate in a coordinated output freeze.
