Overseas transactions usually come via the main branch, in the past I have always experienced delays when there is a bank holiday here or back in homeland; so my guess would be no. Bangkok Bank for example has it's main office on Silom Road in Bangkok incoming foreign transfers go through there first. So if your expecting money to be transferred into country via Bangkok Bank, and that Silom Road office is closed for 3 days, expect a 3 days delay.
