TA Orange and AIS according to this news release from 2005:

Research In Motion Ltd. (RIM) has teamed up with two Thai mobile operators -- TA Orange and Advanced Info Service PLC (AIS) -- to make its BlackBerry mobile e-mail service available in Thailand, the company said Tuesday.

AIS and TA Orange, which is a subsidiary of True Corp. PLC, will both offer the BlackBerry service to their corporate customers, according to statements released by both companies. AIS said it will begin offering the service later this year while TA Orange did not reveal when the service will be available.

I'm guessing that by now it is offered to the general public as well.
