My daughter-in-law was defrauded out of 60K THB in a scam in Chiang Mai that involved paying tuition for a certificate program that should have led to her obtaining a government approved certificate as a Pharmacy Technician.  The private school was not accredited by the government, so at the end of the course work, no certificate was awarded.  Instead the school offered to put her through another course for a certificate as a 'Nurse's Assistance.'  That is not what she paid for, plus she would have had to take time off of work in order to attend school which she couldn't afford to do at the time having just complete the course work for a Pharmacy Assistant.  She and the other students were clearly defrauded.  For whatever reason, every student in the class took on a 'victim's mentality' and no one lodged a complaint with the government.  Their collective excuse was, "We can't afford a lawyer" and "We don't have the time to go to court or follow-up with the government."

I have to believe that there is at least a minimal amount of government oversight of schools that provide certificate and degree programs, and part of that oversight must include protecting Thai citizens from outright fraud, i.e., offering degree or certificate programs without the legal authority to do so, and then defrauding student out of their tuition as they pretend to provide course work leading to a government approved degree or certificate.

I want to know which Thai government agency(ies) to report this fraudulent 'fake certificate' program that this school was involved in so they we can pursue redress and compensation. 

Please keep this on topic.  I'm looking for specific information regarding governmental oversight and fraud reporting.  I'm not looking for any one's opinion regarding this matter  Hard facts only - PM me if needed.  Thanks.
