Dealers Get Five Years

A well-known drug dealer and two former military officers were charged with drug trafficking and possession of two pistols by the Phnom Penh Municipal Court yesterday. Liv Seu, 43, described in court as a “drug ringleader,” and former officers Heng Sim, 25, and Aun Bros Moeun, 27, received sentences of five years and each fined 10 million riel (about $2,500).
 

Only Mr. Seu and Mr. Sim were in court yesterday as police are still searching for Mr. Bros Moeun. After announcing the verdict, presiding judge Kim Rathnarin called on police to find and arrest Mr. Bros Moeun so he can serve his sentence.     “The court orders the arrest of the accused, Aun Bros Moeun, and that he be brought to serve his sentence in prison according to the court’s verdict,” judge Rathnarin said.
 

Police arrested Mr. Seu and Mr. Sim in Stung Treng province in April 2015, seizing almost 20 grams of crystal methamphetamine, drug paraphernalia and two pistols. Mr. Seu is also facing a separate charge of attempting to smuggle about 55 kilograms of methamphetamine and heroin worth $3 million from Laos to Cambodia in 2015, as well as producing drugs in Cambodia with the intention of exporting them to Taiwan.
