Straight to the point.  I tried couple of banks in Srinakarin. No luck, wanted work permit or letter from Australian Embassy. Went to Bangkok Bank Pak Nam Samut Prakan near the market. Gave passport, proof of aged pension and details of lease. Was issued savings account passbook, atm/visa debit card 300 baht. Internet banking. The staff was very friendly and helpful. I speak no Thai and they spoke little English. This Bank is very near to Samut Prakan immigration and a great seafood market. One bit of advice. If you can take a Thai speaking friend it will help. Good luck.

found the same thing here, Bangkok Bank is a lot easier to set up a new account than some of the other banks.

The poster was mearly passing on information about a bank that will open up an account for farang. Without all the hassle in the hope it helps other people.
