a company or a service where I can get someone and know they have good refrences/ background etc.

i dont  know but id be very wary  in a country where background checks are probably non existant.

unfortunately many  "  offences" are  caused by family and the perpetrator is  known to the  victim

Sadly true in some cases, the family are very aware of that and any of the family or friend who are considered not fit wouldn't be asked if you get my drift.
