BANGKOK: -- Justice Minister Suwaphan Tanyuvardhana has expressed confidence the government will be able to implicate the alleged recipients of bribes worth billions of baht from UK-based engine-maker Rolls-Royce in return for lucrative business deals with Thai Airways International and other state enterprises.

 

Suwaphan has also consulted with the Public Sector Anti-Corruption Commission (PACC) on new measures to prevent a repeat of bribery scandals in which politicians, bureaucrats and Thai and foreign businessmen are usually involved.

 

According to the justice minister, the evidence from the UK's anti-graft agency, the Serious Fraud Office, and the US Justice Department, should allow Thai authorities to identify and take legal actions against the wrongdoers.

 

He said there were specific internal memos provided by Rolls-Royce on when, where and how much of the illegal payments were made to regional and Thai agents to win the deals from Thai state enterprises.

They need to get the tax man involved as well,as I am

sure no tax will have been paid on these bribes ,will

this happen,maybe when it snows in  Bangkok.

At this point it's probably more about shaking the "bribe-takers" down for a cut?

At least those with small envelopes anyway.

Of the key players at THAI during the early-mid nineties, at least a couple are dead and another one is untouchable.

 

The whole case is a waste of resources.

I am going to say it. anyone who has been here long enough to know the language, the people, the culture and tradition, know very well this is normal practice. You mention it to Thai who are in high positions and they all are aware and are apart of it. If you question then they will say that this is Thailand and you do not understand. We do its corruption through the fore. We do understand, the trouble is we have understood them. Nothing will be done and nothing will change. Sadly.

Bearing in mind two of the cases have already fallen outside the statue of limitations it will drag on until the final one is exempt. The SFO in London has all the answers as it formed part of their case.

 

No one wants to pick up the phone though ( I am aware that the SFO has been inundated by requests from numerous Thai depatrments seeking to muddy the waters)- one conduit should be established to counter 'mis- placed', 'astrologically impossible', 'administrative leave',  'inactive post', 'not fit to stand trial', 'but he's such a nice chap he coupldn't possibly have done that', etc

The wrong doers have already been implicated by the SFO. What is needed is indictments (with names made public). But it will never happen. Just more hot air and charades by the puppeteers.

According to the statement of facts in the SFO case against RR, all negotiations were carried out by intermediaries and although the internal memos at RR openly admit that the commissions are to all intents and purposes bribes to be paid to officials, no names are mentioned.

 

So I am not sure that any particular Thai official has been implicated by the SFO. Only the intermediaries who will no doubt claim that the payments they received were legitimately earned commissions.
