dankrab
I live much closer to Vientiane, Laos. Can I a US citizen get a 1 year Non Immigrant Type O Multiple Entry Visa in Vientiane without showing proof of income or money in a Thai Bank? I am married to a Thai. I wonder if I have to go to Savannakhet or if I can do this in Vientiane. Edited February 4, 2017 by dankrab

Goanna
I did mine 10 days ago. Same deal. Very easy. Shop across the road will check you have the right papers, even fill out and print the application form. Cost only 80 baht for peace of mind. Drop in there, and then stroll across the road knowing that all is well. Pick up passport with visa next day. 5000 tb for the visa pay to consulate. I went first bus over the bridge in the morning, finished by 9.30 odd.

Thai national is under Lao's exemption visa. Sent from my Redmi Note 3 using Thaivisa Connect mobile app

RayD
Copy of wife's id card and housebook signed. I have submitted without date and it hasn't been queried. Better safe than sorry but I don't think it's necessary.
RayD
Top tip, if you go to Savanaket regularly, grab a spare entry card for next time then you can arive at the voa window with no more scribbling to do.
