Canada Social Security

Friend of the wife just got a letter from Canada saying she has been rejected from Social Security (Husband died in 2015) and to fill out some form NR 5 (ETC.) and send with any documents proving how she applied, etc. My question is since she does not speak/write English very well is their anyone at the Canada Embassy in Bangkok that can help her? Thanks in advance.

She is not entitled to social security unless she lived at least 10 years in Canada. However she is entitled to survival benefits of his Canada Pension Plan.
