Does anyone have any updated information on how easy (or not) it is to get either a Single Entry Tourist Visa or a 90 day Non B visa in Saigon, Vietnam?

Fine for a non-O when I was last there in February. For a B, no idea, but you should be able to email them and check their requirements. Can't give you the address as I can't access it at the moment, but it'll be on their website. 

As of a few months ago, for a tourist visa, they wanted to see flights into and out of Thailand, plus maybe evidence of funds in a bank. Other than these requirements, it is a nice place to apply.

My experience too last year, no request to see funds, but copies of flight details in and out were definitely required. SETV was $40, required in USD, but they sent me across the road to the Vietnam Airlines office who are happy to do an exchange. If you're out of the airport by around 10 or 10.30am, grab a motorbike taxi outside directly to the embassy - I managed to file the visa application within a couple of hours of arriving, with a next day pick up. Nonetheless I'd advise an extra day or two there, it's a great city.
