The cheapest one will the one equipped with Shimano Claris or Sora. I dont know the exact model name Defy 1,2,3,4 ? Somewhere around the 20k mark. Trek 1.1 is another cheap start point for a roadbike and very popular.

Worldbike always dumps prices (~30-50% off) at the end of the year bike expo at Impact Arena if you can wait that long for a good deal. They might not have lower end bikes though since those are the ones people buy more. Maybe 1/2 a kilo South on the same side of the road they have a store by a different name that seems to sell new old stock so might be worth a look.
