Talk to the Government adoption agency at home. If you don't use that route you will have lotsa problems getting a visa for the adoptee. The agency will be suspicious of your motives in adopting an adult.

Got a friend in Texas ? Applications at RTCG Houston are favourably dealt with...the wedding cerificate is a must to achieve what you want. Married, and with 250,000 Baht in
a bank in Thailand, you should not have a problem.

You can apply now for the married visa....less money required than the retirement visa. Take her with you and get the application done before the visa expires...or cross the border before expiry and get another 90 days...you'll need about 250,000 Baht in a bank in Thailand at the time of application. Get a letter from your bank evidencing the account and the balance.
The retirement visa at 50yrs requires 800,000 Baht in a Thai bank

Not correct...a confirmed outbound flight WITHIN 30 days is a condition of the grant of a 30 day visa on arrival. Airlines will insist that you have a visa. Your friend needs to contact the Thai Embassy in Manila or the Thai Consulate in Cebu.
Also the days of arrival and departure are counted

It is not totally automatic but if you can prove to the satisfaction of the Thai officer, there should not be a
problem. First step, the Thai Embassy or a Consulate
in your area.

A multiple entry visa might be your best bet... Indonesia is in the process cancelling visa free periods for all countries that do not offer reciprocity to Indonesians. That means ALL countries except the ASEAN'S. Other countries will probably follow suit in the near future.

Select a Bank in Thailand and open the account and transfer at least 250k to that bank from the US. Your wife's family can send you the paperwork or you could try Citibank or similar for help. But the funds must come direct into your account from abroad. That 250k translates to about USD 6250.which needs to be in the account when you seek your next extension. How will you support yourself and a wife ? Your plan seems flawed you are even planning to borrow the required bank monies. Be aware that there are no social security benefits whatsoever. IF you get work it is likely to be on Thai wages which will be hard going for you. No house no effects no income a rethink might be the way to go.
