Federal District judges are tasked with interpreting the law as it applies to the particular case they're hearing. If the losing party doesn't agree with the ruling then they can appeal to the appropriate appellate court to review the ruling. The appellate court may overturn the district court or send it back down to the district court for further review. That's the way the US judicial system works and it's been doing so successfully for a couple of centuries.
