That is a good idea. But I think the problem is that with some of those sick people it's not obvious how sick they are.
I know a couple of guys who are fun, not aggressive, and seems to be harmless. One was a former legionnaire who killed dozens of people, another was a international arms dealer, "interesting" backgrounds. And I am sure there are others which I know and I don't know their interesting backgrounds ...

One more thought just crossed my mind.
Did you check if anything else is using the internet connection on your device? I.e. Windows updates and other background services?

I would also assume you dismiss as irrelevant the many who have been wrongfully executed for crimes they did not commit?
People who are dead won't commit any crimes anymore. And they don't cost the tax payers any money to keep them alive, maybe for decades, in prison.
Obviously the death penalty should only be applied in cases without any doubt. This seems to be one of those cases.
I know that in the USA some people are sentenced to death with only circumstantial evidence. In my opinion that should not happen.

DHCP allocates an IP address. And once that is done then maybe that happens hours or days later again.
Once the connection is established DHCP does nothing anymore (for hours or days).

I get your point and it is obviously important.
I go to that place since a couple of years and until now I always talked to the boss, who is optician. On my last visit he introduced me to a "new" guy and he introduced him with a title similar to ophthalmologist. This is why I posted this here. But considering your point maybe he introduced him as an optometrist and over the last week that somehow changed in my brain to ophthalmologist when I read this post.... So probably he is an optometrist. I feel myself corrected.
But even after this I guess a visit won't hurt because he might be smart enough to see if another specialist should be consulted.

In OpticLand on the corner of Sukhumvit Soi 29 works an ophthalmologist. He checked my eyes for free a couple of days ago.
They have my glasses in that shop for years and I think they are very professional.
I can recommend the ophthalmologist and the shop in general. I think he works there every day staring about 10am.

I think those vendors should take some lessons form the jet-ski mafia. Like: You have two choices, pay me 20,000B for that stolen shirt or I call the police and you go to jail.
I am sure at least some of those tourist would learn from that.

We are visitors to this country, and as such, do not really have a voice in the way the country is run, but if Thailand is trying to promote tourism (As the Chief of Immigration put it - "because we need their money") then surely the emphasis should be on making the country a more attractive place to visit, and eliminating proper crime and violence, rather than hounding people who are already here?
Reading your comment it seems you are wondering about the big concept behind this. Why does this and that happen and not something else.
Here is a surprise for you. There is no big concept in Thailand and there is no logic. You can search and analyze this for years and you won't find any concept or logic because it isn't there.
There is a very easy solution: Don't expect logic. Don't expect any concept or planning.
Problem solved. Don't think - be happy.
