  2. On Wednesday Afternoon a delegation from the Pattaya Journalists Association made their way to the Sawang Boriboon Rescue Foundation Headquarters in Banglamung to attend a meeting with Khun Bunjong, the Chairman of the Foundation, following recent problems between journalists and Sawang Boriboon members who have been withholding details of cases that occur. At the meeting, Khun Surasak, the Chairman of the Pattaya Journalists Association explained that the Rescue Foundation work for the people of Pattaya and it is the duty of journalists to report on their work. Two recent cases when rescue workers refused to disclose the location and other details relating to the incident were discussed in the meeting and Khun Bunjong confirmed that it was not the policy of the Sawang Boriboon to block the work of journalists and he vowed to find the individuals responsible for the recent problems and discipline them.

  3. On Tuesday we joined a concerned parent and his 10 year old daughter at the Nong Kum Temple School located on the outskirts of Pattaya. The young student had informed her father that a male teacher working at the school had touched her in an improper manner on a number of occasions especially during physical education lessons. The girl’s allegations include instances of the teachers touching the girl’s chest and attempting to pull down her gym trousers. On the same day a further student from the same class made similar allegations against the same teacher. This comes on a day when we received explicit camera phone footage of a gang rape involving junior high school students. We are unsure where the rape took place but can clearly see in the video that both male and female students were involved in holding down another female student as one of the boys raped her. We will not be publishing the video in question due to it’s explicit content but we are aware of similar cases in schools around Thailand. This disturbing video and the recent allegations of improper conduct at the Nong Kum Temple School were put to a top official from the Chonburi Provincial Educational Service Area Office 3 who confirmed that the teacher involved in this case has been suspended pending further investigations and the local Police Station has also been informed of the allegations. He declined to comment on the gang rape video.

  4. Just after 5am on Wednesday Morning, Police Lieutenant Colonel Tawatshai from Pattaya Police Station was called to the Sukumvit Road close to the South Pattaya intersection to investigate the aftermath of a shooting incident which thankfully did not injure anyone. At the scene, Police spoke with Khun Goson aged 34, the owner of a Silver Mitsubishi Triton pick-up which had sustained damage during the shooting. Inside the truck were two of his English friends. They were returning to Soi Kow Tha Low following a night out on Walking Street, and according to Khun Goson, two pick-ups approached at a high rate of speed as Khun Goson was attempting to cross the Sukumvit Road at a nearby u-turn junction. It appears that Khun Goson, misjudged their high rate of speed and as he pulled out, one of the pick-ups was forced to swerve to avoid a collision. One of the fast moving vehicles, a Bronze Toyota Tiger then slowed and the driver leant out the window and fired in the direction of Khun Goson’s vehicle a total of three times. One of the shots hit the vehicle leaving the occupants shaken but unhurt. Police are now checking Security Cameras positioned along the Sukumvit Road at this time as they attempt to locate and arrest the shooter.

  8. Soi Kow Noi located off the Sukumvit Road in Central Pattaya was a danger zone on Tuesday Afternoon as power lines collapsed leaving live wires strewn across the street. Many of the wires were telephone and cable lines; however some were live electric cables. Power Company teams were dispatched to the scene and installed new concrete pylons in the effected area. The work is expected to be completed by 5.30 on Tuesday Afternoon. The incident occurred due to a 10 wheel truck which came into contact with wires and dragged the surrounding pylons to the ground. Police were called and have recorded the incident and the driver’s details were taken should Police wish to contact him at a later date in relation to the accident.

  9. Motorbike theft is an all-too-common crime here in Pattaya and in the nearly hours of Monday Morning, a motorbike was stolen from the local Thai Channel 9 Office located in Soi Town-in-Town Hotel, Central Pattaya. The office is covered by Closed Circuit TV cameras and the theft was captured on film. A Thai Man, wearing a safety helmet coolly approached the bike, a Yamaha Mio, at 4.12am in full view of the camera. Footage from a camera situated at the 7-11 Convenience Store located at the front of the Soi also picked-up the bike which was being driven by a female accomplice towards the Sukumvit Road as the male suspect on a further bike helped the powerless bike along the road. A report of the incident has been lodged with Pattaya Police Station who will add the case files to their ever increasing stack of unsolved motorbike theft cases they are dealing with at this time.

City officials have acknowledged that 85% of Pattaya’s CCTV system is out of order and are preparing to assemble a 60-million baht budget for additional installments covering risky areas.

On May 12 at city hall, Deputy Mayor Ronakit Ekasingh said the city has received several million baht to solve traffic and crime problems.

But this security project is not being run at full capacity due to incomplete management. This was after receiving 56 million baht to install 237 CCTV cameras on Pattaya Beach, main roads and at important tourism areas in 2004.

Even though it is an efficient system, it lacks management and police manpower to control and monitor and therefore has not been completely successful. Five years have passed and most of the CCTV cameras are out of order, he said.

“Pattaya City realizes this problem and has contacted Provincial Police in Region 2 to provide officers to monitor traffic and crime. A 15-million baht budget was set up to repair the CCTV system.

“A budget of 60 million baht was added for 200 additional CCTV cameras to cover Jomtien Beach, the main roads, the road running parallel to the railway and other vulnerable locations such as gold shops and banks, to be completed by 2011,” he said.

Ronakit said that apart from the CCTV system, currently Mayor Itthipol Khunplome’s policy also emphasizes additional street illumination and more security personnel, especially the Volunteer Thappraya 2310 Group.

  11. In the early hours of Sunday Morning, Police Lieutenant Colonel Chaiyapon from Banglamung Police Station received a complaint from a Korean Tour Guide, Mr. Chen Chien Kun aged 35 who revealed that he had gone to a Family Mart Convenience Store in Soi 12 off the Naklua Road and when he left the store, two men armed with guns on a motorbike, pulled up beside Mr. Kun and snatched a shoulder bag which contained 25,000 Baht, 33,000 Taiwanese Dollars, two gold rings, a Buddhist emulate and a mobile phone. Total value of the stolen items is estimated at 100,000 Baht. Police are now checking CCTV cameras at the convenience store but have informed Mr. Kun that there is only a slim chance of recovering the stolen items even if the two armed men are caught.
