Heck, they might only be flying once a week anyway.

 

Maybe the charterer, presumably Chinese officials in Malaysia and Indonesia assumed the flights would be direct, non-stop?

 

 

I agree with you also cannot understand the need to stop in Thailand to refuel ......!!
