Fifth vote done and looks like McCarthy has again failed to reach required number. Even before got through a quarter of members votes Donalds had scuppered him again.
McCarthy not even hanging around to hear final tally. Knows he’s lost the vote again and has left.
He might well be done now, Ken Buck hinting his conservative grouping may not continue to support McCarthy in another vote.

McCarthy lost fourth vote. Democrat nominee got most, but not enough, votes again
Straight away McCarthy nominated again…5th vote on the way by looks of it.
Lot of blah blah blah with nominating speech but seems targeting the 20 who voted for Byron Donalds and the one who acknowledged they were present but wouldn’t vote (sparks or Sparts or something like that).
Jefferies now being nominated by dems again.
The band of 20 now renominating Donalds again. Fairly rambling speech but finished by implying trump has talked to the 20 and said McCarthy should quit trying to attain role of speaker.
Seems to be an endless cycle of doing the same thing over and over again and expecting a different result. The very definition of stupidity.

There will also be consequences if any rules are broken at all
I would be very surprised if the British govt felt it necessary to undermine the Good Friday Agreement, as you suggest may be the case, as this ended the troubles.
No one wishes a return to that violence.
Only the grossly inept and incompetent would contemplate such an action; and while I have nothing but the utmost contempt for the current tory govt, I do not consider even them to be that stupid.

I have worked on more contracts in various roles and guises - both from the buyer and supplier side - than I care to remember. A fair few of them were anonymous, open tender bids in nature.
When I worked on tender evaluation, I cannot recall one instance where I could not guess the identity of the supposedly, anonymous supplier from their bid. This was not due to me being particularly perceptive, it is simply (almost) inevitable in large contracts - such as this passport contract - to maintain anonymity.
For a start, for a specialised contract such as this, there will usually only be a handful of companies who are able to meet the requirements. Once you receive the bids, there will almost inevitably be something in a reply which will identify a company (deliberately or not). A fictitious example (and I would stress that it is just that. I have no knowledge of the specifics of this particular tender).
Requirement: The supplier shall be capable of printing up to 5000 passports per week.
Supplier response: We are capable of producing 10000 passports per week (They might add something like "... at our two plants" or " ...at our facility in Poland, etc)". Either way, it either identifies the bidder or, as a minimum, eliminates other bidders. There will almost certainly be a number of requirements like this and the identity of the various bidders will become clear.
As I also said in a previous post, if the UK government had wanted to ensure that a UK company - in this case, De La Rue - won the contract it could have "massaged" the requirements to ensure that happened.
Another fictitious example: Let's assume the French-Dutch company only has one plant and De La Rue has two.
Requirement: The supplier shall ensure that a backup plant is available to fulfil the orders in the event of a failure at the original plant (Note: A terribly written requirement).
Is this a moral approach to business?: I guess that depends on your values: Is it legal? Almost certainly. In any event, any company disputing it would have a hard, expensive and time-consuming time arguing otherwise.
Phew: After all that, it really boils down to something simple: If the UK government had wanted De La Rue to win the contract, it could have ensured that was the outcome.
It is hardly a coincidence that so many eu countries use home based companies to print passports.
Whether awarded or through tendering process.

Attorney General Merrick Garland and Homeland Security Secretary Alejandro Mayorkas discussed domestic terrorism threats before a Senate committee. Both concurred that white supremacy is a top threat in the U.S.
They tell you that because that is the current assessment regarding terrorism.

At the time approx 20% of UK passports were being produced outside the UK without any security risk being identified. This limited the UK options , as they could not reasonable claim a security risk as a reason to not tender the contract.
Once placed to tender the Government has a duty to obtain the most economic benefit for the UK taxpayer.
EU regulations at the time allowed countries to award passport production contracts rather than put up for tender.
Hence France doing so.

That may no longer be the case but it was when the U.K. govt chose to put the current contract out for tender.
Edit: Other countries do so by citing security concerns I’m led to believe. Whether they are genuine or not they are cited…

Looks like they’re going to have a sixth vote now.
McCarthy being nominated by a member who has referred to this process as Groundhog Day. A lot of blah blah blah again but definitely targeting the band of 20…again. Apparently McCarthy can get things done…except for getting a speaker selected it seems. She’s just accused Democrats of drinking alcohol during this process.
Democrats nominated Jeffries again. Took about 30 seconds and unlike the McCarthy nominee did so without hurling insults about.
Band of 20 nominating Donalds again…ranting rather than rambling this time. According to him Washington is broken.
This is going nowhere…
