    True.How many Russian Oligarchs actually felt the "wrath" of western sanctions ? Not many I'll wager.

    It's been that way for the 20 plus years I've been visiting.There was a book "Money number one" sums it up.Of course money number one EVERYWHERE.

The few independent you mention are backpackers who dare to go alone, they are the exceptions from the thousands and thousands you have seen at Suvarnabhumi airport, you probably remember, one lady, mostly red dress in the front, long flag in the air, then dozens following in a straight line, like in the army.  They do need even dare to leave a gap in the row, these people will never go alone.  The few backpackers do exist, but they go on a limited budget.

    These zero dollar tours were happening with Chinese tourists in Australia also,before the pandemic.I don't know if it's  still happening,or even what the state of Chinese tourism to Australia is these days

    what data was the forecast based on? anyone can come up with a figure, the question is; is it an achievable objective?

     

    they could have forecast 2.5 million tourists and would have exceeded forecast!

     

    they probably need to look at their data modelling.

    You know how they base their forecasts on a roll of the dice
