They do need even dare to leave a gap in the row, these people will never go alone. The few backpackers do exist, but they go on a limited budget.
These zero dollar tours were happening with Chinese tourists in Australia also,before the pandemic.I don't know if it's still happening,or even what the state of Chinese tourism to Australia is these days

what data was the forecast based on? anyone can come up with a figure, the question is; is it an achievable objective?
they could have forecast 2.5 million tourists and would have exceeded forecast!
they probably need to look at their data modelling.
