At least this proposal makes some economic sense. An upgrade of the rolling stock is well past due as also.
They are paying the price for not upgrading on a regular basis as the system evolved. Unfortunately as Thai Rail eyes dual track all the politicians, civil servants and contractors will be eyeing all that lovely, lovely corruption so the final bill will be anyone's guess if the plans are ever completed

I'm no expert on property or financial markets and base my thoughts on the theatrical bent of the Thais as in " it will be alright on the night " so they happily wait until it's too late and of course it isn't alright

Good idea BUT, how to enforce it?They should turn all the thermostats to 26-27 when they are open. It would NOT be the chilled cool we are all used to, but would save a boatload of electricity AND be a lot better than outside.
Temperature police that take bribe to read 22 degree as 27?
Cut the power to the mall and they either do it or shut down. <Just a thought>
The night security and anyone stacking in stores etc would probably just turn it back on again providing they could access the control panel

I have no idea if it's translation from Thai but " vow " is one the politician's favourite word and they must think it makes them sound sincre. It's like them saying " honestly or believe me, trust me ". Who would ?

Do Thai courts have recognised interpreters, or are they accepting anybody who claims to speak the Thai and English?
There is / was an interpreter in a Pattaya court who is Danish yet is accepted as an English interpreter. One of his claims to fame is that many years ago he was the only foreigner invited to Kamnan Poh's birthday party !
