Reform would be be served by a clean sweep from top on down. Sadly, the corrupt are unwilling to cut off their ill-gotten revenue stream. Is there one honest, incorruptable, powerful and professional human to be found in "that" mob? -
The question by the OP is pointless. What others are doing does not remove my responsibility to comply with a law, regardless if I agree with it or not. The defense for non-compliance is weak when using the behavior of others as justification.

Eye candy and a money maker under the table. The foot paths are a shambles, stop signs bleached white by the sun or blocked from view, wires hanging and concrete poles leaning from the shear weight of the cable madness, screaming scooters/motorcycles with modified mufflers, no mobile traffic enforcement and on and on. Eye candy does nothing to address the ills of this dying city.

Cleverness has little to do with it. The government and media have sown a bumper crop of fear, disinformation and hysteria in the population. The fatality rate (according to Wikipedia), if that is factual, seems to be around 0.083. According to the latest WHO data published in 2018 Influenza and Pneumonia Deaths in Thailand reached 44,549 or 9.11% of total deaths. Seems strange that past history of the causes of death has been overshadowed for some reason.

Public Servants are a bit different than private citizens. Access to public money, unchecked power, opportunities for corruption, nepotism and other irregularities are reason for disclosure and verification. There is but one Chief of the RTP and he supposedly works for the people who seemingly, are entitled to that information by Thai Law. -
