I see some here screaming how smart they are by managing to go around the law instead be reasonable and state simple fact they are smart crooks.
Fact is we never own anything not in USA not in Thailand, we rent and its called fee simple and we rent and its called lease and sometimes we have the right to sell what we rent.

how to do this without meter/voltmeter: keep on main circuit breaker on, shut off all small circuit breakers, now check with your finger if are zapped where you been zapped before.
I you zapped your main breaker wires not wired properly, if you not zapped your problem is after small breaker,
now start turning on small breakers on one by one and check for zapping, when you find one check the wires and whats on end.
more likely one of the appliances is not connected properly.
but its possible even main breaker wires are mixed up.
remember--if everything wired properly you dont need grounding at all, so adding ground rods is useless as they are for future protection.

I visit Pattaya at least once a year and check condo prices and they are about 3 times higher than in USA.

When I buy property in USA by paying cash I supposedly own it. In reality it is conditional ownership as different goverment and quasi-government entities have the right take your property
without your consent, typical example will be eminent domain.
I checked paperwork for my 4 properties and none says anywhere I own these, it does say paperwork transfered into my name.
Yes, what I am trying to say is we live in State capitalism society where government has last word on anything and we are just subjects.
