You should not have a problem buying a Recidence Certificate from CM immigration for DL and then using it at bank for the new account. Every branch won’t do it though so you must shop around. You can tell them you need it for retirement visa deposit 800k.

Hopefully they have got briefed the real rules in between the years and you can proceed the normal way with TB and ID number. As things are usually done.

BTW, in another "problem office" at Pattaya Banglamung DLT, people have also reported that TB and ID are not accepted for DLs. I just recently changed my vehicle's ownership book in my Thai name and 13 digit number there. No problem, the officers were polite enough but the one who helps to fill out forms tried to tell everyone that it is not allowed. I told her to call BKK where I had just received specific instructions, also in writing. But she refused to admit being in wrong and was quite rude actually. It's good she holds no real position there and acts only as the translator in english I guess.

This is indeed what Chiang Rai office have been insisting on for some time now, to the obvious bafflement of some respondents to this thread. Chiang Rai have taken a more extreme line than many offices in the country by requiring this for any overnight stay away from home, even one in the same province. 

In this case though they didn't require it. He got his 90 day report done and after was told that new TM30 must be done because he asked. This is comparable to riding to a police station to inquire should I use a helmet while riding. The answer they give makes sense as it is the literal law but a very few offices have taken to enforce it such a demanding way. Phuket for one we know has, I don't know the details. The whole point of needing to make a new TM30 is to refuse all service, 90 day report, until you have made the new TM30 and paid the possible fine.

You neither read the OP properly, nor my reply. The topic is TM30 enforcement in Chiang Rai which has been extremely strict - your experiences in Chiang Mai are irrelevant. 

If I read the OP correctly, he managed to do 90d report and new re-entry permit successfully in a situation the local immigration office states is expired TM30. OP is that correct? Were you not asked for the TM30 receipt to get those service? And only after, he gave him self in, so to speak..

Online reporting adds to the ambiguity and sometimes solves these issues. Report online or by mail, there will be no fines. There are various theories that a stay in a hotel would somehow change your residential address. I find it ridiculous as all the data in the system is online. Will make some testing soon as I will be staying in a hotel in a different province on a date when my 90d report is due for online reporting. Will find out if the system allows me to report 90d address, my home address, while staying in a hotel, will checking out the hotel solve the problem if any, or make a new TM30 online after returning home is an option, which I never do by the way. Only after entering the country again on a new TM6. 

In case you have no valid TM30 the immigration office is likely to refuse any/most service.

I had a valid TM-30.  That wasn't good enough for the "family desk".  We gave up on the 3rd visit, when they insisted the landlord fly back to Thailand, to make a trip to the amphoe for a "newer version" house-book copy.  They were going to come visit anyway, so was not a question of "If we really lived there."  Our witness was the security guard from the condo - where we had been living for Years at the time.  It was nothing but a scam-attempt - so I went and got a Visa, instead.

If renting, before applying for a marriage-based extension, be sure your landlord will provide signed-by-him copies of:

• His ID
• His Housebook
• The Housebook of where you rent
• The Chanote of where you rent
• Rental Contract

Move, if necessary, to get a landlord that will supply these, or some offices will use lack of them to deny an extension.  None of this is necessary if using an agent, of course - or even proof of income/money - but best to have independent-proof you are legit, separate from whatever an agent "works out" with the IO.  

 

You may decide to use an agent, even if your application is legit, to save multiple trips for "extra made-up requirements," or protect your wife from being verbally-abused by the IO - treated like a traitor to her country by marrying you and "letting another farang in."

And where do you live? 

In Bangkok, many tenants have managed TM30 report done by themselves only with a rental contract. And it doesn't even come with abuse.

That is very possible but I would hope a land ticket with Cambo visa in this case to be the answer. I was making a point that non-imm visas are not required to actually know when they will leave again. Very different from tourist visa category.
 

My recent planning for a similar trip, fly in HCMC and return to Thailand by land involves a dilemma for qualifying the free 15 days on arrival at HCMC for which a flight out is usually asked for. What kind of bus ticket could be booked online for HCMC to PP and what if I prefer to use a taxi? I suppose it's best to get the Cambo visa in BKK beforehand.

Generally, there are no booked ticket out requirement for any of the Non-Imm type visa stays whether single or multiple entry by the immigration in Thailand. It would make a little sense for the consulate to require that. Tourist visas are not meant for long term stays so must show a booking for a ticket out. 

Thanks for your report! It was nice to read about your experience in Vietnam. It sounds like that Ho Coc area is just a nice beach taken over by beach resorts and has very little besides that to see and do. Vung Tau just a bit south from there is a quiet town with markets by a nice and sometimes even busy beach. It can be reached directly by a boat from HCMC. Nha Trang Is a bit bigger town with beach tourism. My favorite area so far is most definitely the Danang area beaches farther north though. Those have easy access to historically interesting Hoi An and Hue. Anybody been to Phu Quoc island in the south next to Cambodia?

Talking of Big C, I was in there today and the cashier wanted my passport number to give me a discount. I couldn't work out why she needed that, why she'd already scanned my Big C card. I gave her my pink Thai ID card number instead.
It wasn't until I got home I realised that I didn't get the discount.
I called the Big C call centre to ask about it. They said they needed ID in order to give me back some of the money I'd already spent with them. Apparently some customers have been using other customer's Big C cards?
The very helpful girl at the call centre spoke excellent English and asked for my ID so they could update my details. I gave her my Thai ID again.
She called back later and said the ID number kept being rejected for some reason (checksum failure?), so checked it with me again. I had given her the correct number.
She asked if I could email them a copy of my Thai ID, passport, and Big C card. I said I decided it wasn't such a good idea for a company to request so much personal information, especially as I was a customer spending my money in their store, and they didn't need all this information.
Ended up that they'll keep an old passport number (I gave them years ago when I applied for the Big C card) on file and to use that number.
There seems to be so many companies wanting too much personal information in order to buy their products.

That is the way Immigration writes Residence Certificates. Address in Thai, name in English.

The information change for DL costs 5o thb extra. Maybe they wanted to save that so didn't change anything.

This result would make most sense if using the passport and tabien baan combination. Every DLT might not agree though. Flexomike seems to be using Klang, Rayong. The Banglamung, Chonburi, seems to be the "silliest" one we know about.

The advantage of using Passport and tabien baan is then the DL is bi-lingual with both Thai ID and passport numbers. A bank or other entity may only have your PP number, etc. Pink cards are all Thai. So,  better to include your PPN and foreign name.
 
When we think Thai are silly for ask for something, often they are looking for specific information, which we may not understand if we can't speak their language, then we are the silly ones. 

As you took your passport, you should have used it. Then you would have had photo ID with your passport number on it, which can be used for certain things like boarding a domestic flight, or at the bank. However, carry on taking your passport as it's not heavy.[emoji19] be careful you don't lose it.

 

I didn’t use the passport for specifically those reasons. I like my Thai identity and there are few personal experiences here to read about using it. So no problems so far and will keep opening new topics on those. BTW, no bank should accept DL as it is not official ID. I use my pink ID with my ID-13 accounts. For domestic flights we know DL is commonly accepted. I don’t see why that would change for me with ID-13. There is no PP number in a domestic ticket. Hotels, we will see if it makes any difference.. I would guess not. It is the TM6 they should report if done correctly for TM30.

If I would lose my passport I would get a new one. I do scan my recent stamps and can print them to show at Imm. It’s not that big deal to loose your sleep over.

Tabien Baan for proof of address, but Passport for proof ID probably.
 
The name and address will always be in Thai and English, with either a Tabien Baan or Certificate of residence as the proof.
The ID number will be different depending on whether you used your Passport or Thai ID card.

In that case you must have used your passport for photo id? Does your DL now have your name in Thai and English? And your passport number or the ID-13 digits?

Yes, name must be filled in by hand on the vision test form. The main page of application is a printout which must be signed.

There are different kinds of forms though for different things and if you want to use pink ID card it would make sense to know how to write your name. It should be a requirement for getting one in my opinion.

Can I ask at which DLT you do the new 5 year DL? 
Last time I was at Mo-Chit and they also used the yellow book and everything, but still wanted the passport as well so on the driver license is the passport number..

Probably from the driving licence application form you filled in. It would also be on file in their computer records from your previous application.

I filled everything in thai only, the application and medical cert. The name in english was in the previous license. Good question though as the english name must be inputed in the system for the first time as well.

The first desk at DLT prints out the complete application and it has my name in thai and english. And everyting else in only thai.

Yes, the new format is name in thai/english, birthdate in thai/english and last is my ID number 13 digits. All the data was copied straight away from my ID card, also my new address was updated without need to mention. Data change is charged extra 50 thb. No questions asked. It only seemed the last officer had not read the latest memo/instructions for this. But all she had to do was input it in the system.

Happy to report to you all that I have successfully extended my 2 year driving license to a permanent 5 year DL in Bangkok this week by presenting only my pink ID and the yellow Tabien Baan. Passport was not even mentioned and the service was all smiles. Would have been a perfect day but the final officer, I guess the highest ranking, who prints the cards and takes photos demanded to see my workpermit, quite rudely too. I just laughed at her and said I have never worked in Thailand. Maybe she meant to ask my tabien baan but didn't even bother to look at the photo copies, the complete application. Quite a display of incompetence from her. I have grown used to it though. Every government office always seems to have somebody who just rudely demands passport and work permit from everyone and just loves to boss people around. Or maybe WP is the only thing they can say. Same story with the banks.. Well, it was a successful use of the day, most of it anyway.

What I found odd was that nobody even bothered to check if I am in the country legally.

BTW, renewing temporary licenses requires a medical certificate. Renewing the permanent ones does not.

Pattaya is often the same, I have always used yellow book (only a couple of weeks ago) but some report not being able to use. It may come down to English name on existing license and Thai name on ID.

Maybe they thought that yellow book must be used with pink ID only, passport number is different.
Also, the medical certificate could be the issue, if it wasn't issued with pink ID numbers wont match.
