Cambodia give Single Entry only.
The Thai Embassy in Vientiane/Laos will give a Double Entry and if you wish you can explore Vientiane and travel up to Vang Viang.

after coming off from a Thai Visa, most of the border give you ONE visa exempt stamp and new rule will allow you to extend it for 30day at Thai Immigration.
Usually it can be done only once, but final decision is at the discretion of the IO on duty.

One of the most common mistake is that people think they can use a Double Entry Tourist Visa for a unlimited time as long as they entered for the first time before the ENTER BEFORE date, this is wrong.
In fact ALL Visas have a certain validity date, most of the Thai Embassies/Consulate in a Western Country give 6 month validity, but all Thai Embassies/Consulate around Thailand give 3 month only, means ALL entries must be used within the ENTER BEFORE date on a visa.
For example:
A Single Entry Tourist Visa allow a 60 day stay, extendable for 30 days at Thai Immigration, THB 1,900.-.
A Double Entry Tourist Visa allow 2 x 60 days, each entry extendable by 30 days.
After first 90 days are up and before the ENTER BEFORE date you join a Visa Run to activate the second 60 days, extend for 30 days, so you can stay up to 180 days.
Tourist Visas from Laos are valid for 3 month from date of issue ( CROSSCHECK ENTER BEFORE date shown on the visa), means all entries must be used by this date latest.
If February/Overstay is involved you may have to leave Thailand before the first 60+30 ending, otherwise you lose the 2nd Entry.

All Thai Immigration Offices are closed today.
If your visa expire today you can still go to Immigration on Monday, no overstay charges.

The crackdown is still in full swing.
Detention at Airport is still full.
People get refused at land border and being told to go to the nearest Thai Embassy to apply for Tourist Visa.
It's like a crusade.

The validity of Visas from Vientiane are 3 month from date of issue, means both entry must be used on or before the ENTER BEFORE date.
Each entry give you 60 days and can be extended at Thai Immigration by another 30 days.
For activation of the second entry you can join a border with us.

Royal Thai Embassy in Vientiane/Laos will issue, at least, 2 Double Entry for one passport.How often can you get away with that?!
In some cases 3 in a row, but than you will get the Red stamp and/or the warning, blue stamp, to show the next time, funds and proof of Residence.

You will get one 30 entry stamp, which you can further extend at Thai Immigration.
This should give you and your school plenty of time to apply for new paperwork.

Just when I thought I had it down... Isn't the current Tourist Visa for 60 days - plus 30 day extension allowed at immigration?
The Exemption is 30 days - beginning tomorrow another 30 day Exemption can be added at Immigration..
So what am I missing... ? Europeans don't get 60 day tourist visas now? My bet is TAT is confusing a Tourist Visa with an Exemption ...
Wow - no wonder there is so much confusion passed around.
My thinking too.
Looks like a little competion, TAT try to push numbers up.
Immigration try to push number down, but try to increase the money flow inside the country.
MFA, somewhere in the middle, should they issue more visas for Tourist (real or fake) or cut down.

In the meantime the border check points did not get any new guidelines.

There is no problem in Vientiane/Laos if you apply for Non ED.

Phnom Penh strictly no visa for African, except South African.

coming back to the topic, you can always do a border run if you have a valid visa.
Restriction only apply for visa exempt stamps, like Ban Laem allow one visa exempt entry after having one airport arrival .
They also allow one visa exempt entry if you just come off a visa.
Visa application, for example Vientiane gives at least 2 Double Entry Touris Visa, this is good already for a Year.
Phnom Penh or Kuala Lumpur will give at least a Single Entry Tourist, which is good, each time, for another three month.
With the new rule, after 29th August, that also visa exempt stamp can get 30day extensions you can still enjoy your time in Thailand.

from the webpage of school, under point 7 they request that passport is given to them upon your return from Embassy.
I guess in OP case that was not done.
It does not help to start to blame, each party has made mistake.
Looks like that OP has to reapply for the Non ED Visa.

After you arrive in Thailand, please bring us your passport as soon as possible.
You can stay in Thailand approximately 1 year , but you need to go to the immigrations

my understanding is that OP got the initial visa from Laos and try to get the first 90day extension.
But school can not give because one part of the processing was missing.
Normal Procedure : after you sign up and have paid the fee you will
get, within 1 month, the documents for a Non ED application in Laos.After your return from Laos you have to , within one month,
present Passport with Visa to School to complete the process at MOE.

With a new passport you could start again.
The agent advised wrong.
It is correct that they have all records, but they usually only look, visually, at your passport.
