  2. That MOU list is a JOKE, and not even a funny one. All "action" verbs and zero meat. I mean a typical M2 class could do a better job. Maybe they're all still inebriated, but not driving hopefully? The main platform item for MoveForward is noticeably absent, and the rest reads like some sloppily assembled Powerpoint and the end of a typical day of Thai "coprorate brainstorming". That said, initial responses in the Thai pro-cannabis forums indicates that no one really knows what is meant by item #17, and I doubt any of these MF buffoons know what they mean either. 17) Re-listing of marijuana as cintrolled (sic) substance and introduced laws to regulated beneficial use of cannabis. Cannabis flower is already a controlled herb. "Re-listing" sounds like it they want to put it back on the Narcotics list? Or maybe they want to make it medical only? Or just more tightly control it.   3. Cannabis sales are restricted to 20 years old and above. No cannabis shop is going to sell to school children. If it is decided that there should be some rule on sales hours, there isn't currently for cannabis, and some shops were even touting sales during the election Sundays, then issue a new regulation (won't happen as Anutin is a caretaker Minister). A new Minister could do this quickly. And if it is decided that there should be some rule on proximity to schools, then such a regulation could also be issued by a new MoPH Minister. And no licenses should be issued to premises within this area. The Police could enforce this. AFAIK, I follow ~ 45 shops on LINE, and most open in the late afternoon, but do fulfill online orders 7/24/365.
  4. Well they'll also have to "back" his legislative agenda. They won't, obviously, so it's all moot. Current Senators have their term end in 2024. I honestly do not know what happens then? A new five year term could be implemented by Royal Decree? Or will someone appoint new Senators,or will there be an election? I think appointment or election erquires a change to the Constitution.

  6. For alcohol I think it was 300 meters, but that may have been revised to the vague term "close to" which allows for some flexibility. MoE issued a decree that schools must be cannabis-free zones. I don't think there are any speciifc regulations currently which define exact proximity. DTAM controls license issuance in Bangkok. Chuwit should be holding his presser at their HQ.

  8. I assume this shop has a valid license to sell cannabis. So who, and in which government organization, approved this license? Proximity to schools should be (is already?) a criteria for issuing a license, just as it is for alcohol. I'm assuming the forty-three 7/11's near this school do not sell alcohol? Your expectations and requirements are totally reasonable, to the point of common sense, so writing about them seems useless, other than to satisfy your need to express your "dissatisfaction". Offering detailed solutions, other than would go a long way. Now, you've done that subsequently with your 4 bullet points above. Other than No. 1, the others would require cat-herding expertise.
  11. BTW, is this from an article you've penned and published elsewhere? Maybe a letter to the editor? The first draft of the Cannabis Control Act (CCA), read in Parliament last year, and which passed easily after the first reading, called for the establishment of a Cannabis Control Board. Its 25 members, representing the relevant government entities (and the public by extension), would establish and oversee all matter related to cannabis. This would have led to a more highly regulated environment, which might yield results you propose/expect. The whole craft beer experiment (as a result of recent and pending liberalization) faces similar expectations and challenges. However given the production and distribution nuances of this market, it is inherently more self-regulating.
  12. The article says the call center was in Cambodia. The alleged culprits feld to Thailand. Thailand is the epicenter to which all international criminals flee. Because it's so easy to enter and stay to pay. Not saying there aren't a shed-load of boiler rooms here, there are.
  13. So you're a "Delegator". Who, and please be very, very clear, do you expect to "take appropriate action". The cannabis market is still in the nascent stage, not yet one year old, still in diapers and not yet walking. You seem to want it to transition into a fully mature adult instantaneously. That seems like an an unreasonable expectation. Is there some other country which has a model which satisfies your requirements currently? Just for our reference. Your requirements are reasonable. How we get there, and in what timeframe, seems undertermined right now. The domestic market including tourists isn't reallly large enough to justify the production and distribution volumes already in place. And there is no export market. So we're in the first bubble. That needs to burst, with a massive reset and consolidation, to move onto the second phase. That assumes there are no changes in the legal framework, as many expect Cannabis becoming medical only would be an early, quick success for a new government.

What happens if the first vote does not result in a government? Does PtP get a crack? Does MF get a second try. What happens if a second try fails? Assuming Pita/MF can form a government, zero platform issues will be successfully addressed and any government will struggle to govern as it is chipped away and undercut by the Powers that Be - major forces (business, police, miltary, courts, other) restrict any real reforms. Hope only gets you so far.

  17. Still, that presents additional challenges, with not a lot of room for error, which the RTN seems well-trained for. Ever since the Manhattan Rebellion (1951), with the Thai flagship Sri Ayutthya sunk in the Chao Phraya River and PM/FM Phibul swimming to shore, the RTN has been the black sheep of the Thai Military Complex. And what is the "mission" for patrolling the Gulf of Thailand? Squid fishing?

  21. I wonder how much "studying" was done when these Senators were "chosen" by Prayuth et al? IMO, all active duty and retired military & police persons who are Senators should abstain. Any with business affiliations which be construed as having a conflict of interest should also abstain. Of course that might leave ~ fifty-ish 'qualified' Senators. OK, bad idea as MF might not get to 376.

With global cannabis decriminalization advancing daily, and especially with Thailand going full personal use in one quick step, Singapore probably feels like they need to send a "message" reinforcing their laws and punishments, if only to frighten people into compliance. Nothing frigthens people like the "long drop method" and a good neck snapping. Singapore residents can be/are tested for Cannabis use upon return, and they test positive they are shunted into a mandatory rehab program.   23. Not in my experience (I use 190 C), greenish/brown, but this depends on the temperature and the device of course. I've never weighed the biomass before and after. Some say 60% is retained after dry herb vaping, and of the 40% "consumed" 20% (assumes 100% vaporization, which obviously doesn't happen) is THC. Is dry herb vaporizing 100% safe? Of course not. No is making that assertion. Welcome to Bangkok.
