EU directive 2004/38 Article 5 section 2 first sentence.
2. Family members who are not nationals of a Member State shall only be required to have an entry visa in accordance with Regulation (EC) No 539/2001 or, where appropriate, with national law.
If the irish law say no border control at the border to NI they waive a entry visa for family members.
The stay after crossing the border is covered from the eu directive article 6 anyway. -
@jeab1980
Your travel was simply legal. Independently if your wife hold a UK tourist visa or not. -
@jeab1980
The question is about Ireland and Ireland is not a Schengen member.
If there is no border control between NI and the south nobody can ask for a visa. The stay of a accompanying family member is directly covered from the eu directive.
-
As long as the brexit is not finalised you are still a eu citizen exercising your right of free movement in Ireland. The family member of a eu citizen need only a visa for crossing the border. If there is no border control there is no border control. It is a good idea to have the marriage certificate by hand in such circumstances.

Ask the embassy what they need for a Legalisation of a marriage certificate for the usage in spain. You need it later in Spain anyway.
http://www.exteriores.gob.es/Portal/en/ServiciosAlCiudadano/InformacionParaExtranjeros/Paginas/Legalizaciones.aspxAfter you got it apply for a visa. I don't think they can turn down a marriage certificate which they legalised by their own.

What do you think the double tax agreements are good for?

One question.
What is the form from annex hereto? -

I have a camper van sitting in Spain and our intention to tour Europe for extended periods (4 to 6 months) probably every other year
4 to 6 month is not so good. The max you can get from a schengen visa is 90 days in a 180 days period. If the days are used up the visa validity doesn't help.

From what I hear from migration lawyers the Spanish MFA knows better but at embassy level they still apply the rules incorrectly due to Spain still not having bothered to correct the incorrect incooperation of directive 2004/38 into Spanish law.
There is no such clause in spanish law. There is only a instruction from the spanish MFA from 2011. Someone posted the leaflet sometime ago.

EU law has primacy and the right of free movement is not dependent on any registration in the home country.
From the EU visa handbook part III section 3.7 burden of proof, last sentence:
A Member State may require that the relevant documents are translated, notarised or legalised where the original document is drawn up in a language that is not understood by the authorities of the Member State concerned or if there are doubts as to the authenticity of the document.

A ticket out of the country (a return ticket is not a requirement) within 30 days is a requirement in the ministerial order for visa exempt entries.
The airlines are aware it is requirement. It is shown in the IATA's database that has the requirements for entry to Thailand without a visa.
Is there a fine for airlines defined?
If not you can tell the airline you are flying on your own risk and pay a flight out of Thailand by yourself if necessary.
Some airlines have a declaration form for such cases.

Worse, if they have not checked your right to enter under Thai immigration rules, they can be fined for the disruption caused.
Can you refer to the Thai law which dictate a return ticket.
No law no fine. -
You didn't understand my comment.
A family member cannot overstay a visa if accompanied by the eu citizen. -
Technically a family member of eu citizen need only a visa for crossing the border.
The stay itself is covered from article 6 of the directive 2004/38 for the first 3 month.
Article 4 give the right to exit a eu country without visa. -
Tourist visa or visa for the family member of a EU citizen? Both are issued as schengen visa.

What is going to be a challenge will be the fairly open ended Schengen visa that I want my wife to have for France. I have a boat and want to take it to France this summer. With weather and tides it would mean that a dates we asked for would have to fairly flexible.
Mark other in Field 21 at the application form and write family member EU. (Typo in post 6)
Field 24 mark multi entries.
Field 25 90 for 90 days
Field 29 the planed arrival date.
Field 30 add 179 days to the arrival date.

Has anybody had a positive experience getting a Spanish tourist visa for a Thai national?
Fly via a city of a other schengen country and get a visa for a family member of a eu citizen from the entry country into the schengen area.

You can try to argue with the visa handbook of the eu commission.
https://ec.europa.eu/home-affairs/sites/homeaffairs/files/what-we-do/policies/borders-and-visas/visa-policy/docs/20140709_visa_code_handbook_consolidated_en.pdfPart III is the important section.

I have just looked on the Italian Embassy website and there doesn't seem to be a visa type that fits what wee need either.
Mark other at field 24 at the visa application form and write family member EU.
If someone complain ask them for what the asterisks are good for at the schengen application form. -
They are still wrong but it doesn't matter if a visa typ-d take only one day.
Btw. did you refer to the Verwaltungsvorschrift?- 1
-
1.Ask them if a english translation with stamp from the thai MFA is enough for a legalisation for Spain.
2. You have to register in Spainhttp://europa.eu/youreurope/citizens/residence/documents-formalities/registering-residence/spain/index_en.htm
At the bottom a link to procedure in spanish. -
The spaniards have the duty to issue a residence card for none eu family members for a stay longer than 3 month.
NIE and NIF is the same for foreigners. As far as I know EU citizen can get a NIE in form of a ID-card.

Simply not possible.
Do you see anything about a visa in article 6 right of residence for 3 month?
Article 5 right of entry section 2 sentence 3
Member States shall grant such persons every facility to obtain the necessary visas.
How should that working for a entry visa for crossing the border if there is no border post?
