Thailand's government, led by Deputy Finance Minister Chulaphan Amornvivat, is preparing to propose a landmark bill that could see legal casinos established within integrated entertainment complexes by the end of the year. Touted as a strategy to revitalise the nation’s economy, the initiative forecasts the development of multifaceted complexes combining leisure activities with discreet casino operations, capped at ten percent of each venue's function. Investors looking to partake in this venture must back their aspirations with substantial financial credentials, demonstrating a minimum registered capital of 10 billion baht. The commitment includes hefty licensing and annual fees, underscoring the serious investment required for participation. Licenses will span 30 years, with potential extensions of an additional decade. Interest is already cascading in from both domestic and international stakeholders, eager to secure one of the five initial licenses. Potential sites on the table include the historic Nang Loeng Racecourse in Bangkok, the iconic Siam Park City, the strategic U-Tapao International Airport, the bustling Bangkok Mall, and the hospitality jewel, Hua Hin's Proud Group. Together, they promise a blend of casino gaming, lavish hotels, top-notch restaurants, vibrant nightlife, and thrilling amusement parks. Though prospects appear promising, hurdles remain. With licenses for four sites reportedly nearly confirmed, here's an atmosphere of anticipation mixed with scepticism. As this proposal inches closer to reality, it faces staunch opposition from varied sectors resistant to gambling liberalisation. The journey from proposal to praxis involves considerable negotiation, and the bill's success will depend on striking a balance between economic aspirations and social concerns. Thailand's venture into the legalised entertainment complex realm represents a bold step, blending tradition with modernisation. However, any perceived approval of gambling remains restricted strictly within these confines, excluding online or unauthorised venues outside the designated zones. As discussions proceed, eyes will be on the Thai legislature as they navigate this potential economic boon and social conundrum, reported The Pattaya News. Photo: The Pattaya News -- 2024-10-30

Police in Bangkok arrested a group of elderly people for illegal gambling, seizing 200 baht in cash and other gambling paraphernalia. The raid, prompted by complaints about parked vehicles blocking traffic, saw an 80 year old among the detainees engaging in a friendly game of chance with peers. Police in Bangkok, led by high-ranking officials, launched a raid on a townhouse in the Thung Khru district yesterday. The operation, initiated after a tip-off about suspicious activity, resulted in the arrest of 21 individuals suspected of engaging in illegal gambling activities. The raid was coordinated by the Ratchaburana Police Station team, responding to public concerns about congestion and suspicious gatherings on Pracha Uthit 59 in Bang Mod. Upon arrival, the police discovered a lively scene. The townhouse, which was the focal point of the operation, hosted a group of people deeply engrossed in a game of hi-lo, a popular yet illegal form of dice gambling. The group consisted of nine men and 12 women, their ages ranging from 42 to 80 years. The police swiftly secured the premises to prevent any attempts to flee. The operation resulted in the confiscation of several gambling items: a complete set of hi-lo equipment, including a covered cup and three dice, 200 baht (US$6) in cash, score sheets, and a foldable metal table. All 21 individuals were taken into custody for further questioning at the police station. One of the key detainees, referred to as 80 year old, Nok, offered a glimpse into the nature of these gatherings. Nok explained that the hi-lo sessions were casual meet-ups among friends, mostly seniors, who sought to alleviate loneliness through social interaction and a bit of gambling. These gatherings, Nok said, were not frequent but occurred in various locations, including Bangkok and other provinces, “It’s a way for us to chat and have fun, testing our luck with friends to beat the solitude.” The police have charged 19 of the participants with illegal gambling. Meanwhile, the homeowner and another individual, identified as the organiser of the gambling activities, face additional charges for facilitating unauthorised gambling. Both have been handed over to investigators at the Ratchaburana Police Station for legal proceedings, reported KhaoSod. Thai millionaire reveals lawyer’s 71 million baht fraud, political links Photo via Sanook A Thai millionaire returned to Thailand from France to take legal action against a well-known lawyer, who allegedly swindled 71 million baht from her. A Thai millionaire returned to Thailand from France to take legal action against a well-known lawyer, who allegedly swindled 71 million baht from her. She also disclosed a secret meeting in Hong Kong involving high-ranking Thai politicians. The millionaire, Jatuporn “Madam Oi” Ubonlert, attended an interview with former political activist Sondhi Limthongkul to publicly reveal the details of the issues with prominent lawyer Sittha Biabangkerd. Jatuporn explained that she became a millionaire and bakery owner after winning a lottery in France in 2020, scooping 5 billion baht. Several Thai media outlets reported that Jatuporn donated more than 10 million baht to various organisations and schools during the pandemic. She admitted that she became a fan of Sittha after he successfully brought justice to a former police officer, Jarun Wimul, who had a dispute with teacher Preecha Kraikuan over a 30 million baht lottery prize. Jatuporn asked her Thai secretary, Noi, to contact Sittha, in regards to hiring him for around 30,000 baht monthly to manage her legal affairs. Their relationship grew closer, leading Jatuporn to increase Sittha’s salary to 300,000 baht per month. Jatuporn hoped Sittha would assist her with numerous tasks but his performance did not meet her expectations. Consequently, she ended the contract with Sittha and decided to hire him only for specific cases instead. Sittha attempted to renew the contract by contacting Noi but was unsuccessful. Hong Kong meeting Sittha reportedly invited Jatuporn to invest in an online lottery-selling platform. He informed her that the largest operator of the platform in Thailand was facing a lawsuit and might soon be forced to close, offering them an opportunity to take over the business. According to Jatuporn, Sittha claimed that his business plan was supported by many influential politicians. He mentioned that entering this business was not easy but he could manage it with the backing of these politicians. Jatuporn agreed and transferred 2 million euros (approximately 71 million baht) to Sittha to develop the business. Sittha then arranged a trip to Hong Kong for Jatuporn last year, where she was to meet the influential politicians he had referred to. Jatuporn stated that she met with the current Deputy Prime Minister Anutin Charnvirakul, former Transport Minister Saksayam Chidchob, and the current Public Health Minister Somsak Thepsuthin. Anutin took her to a dinner with other politicians and Sittha. Anutin and Somsak later denied having a close relationship with Sittha or discussing the lottery-selling platform. Both politicians claimed that their meeting with Sittha and Jatuporn in Hong Kong was purely coincidental. Jatuporn did not disclose the details of their discussions to the public. She only mentioned that nothing came of the meeting and that Sittha’s business plan went nowhere. She demanded her investment cost back but failed. Taking over luxury car Jatuporn said she became convinced she was deceived by Sittha when she discovered the truth about the Mercedes-Benz G-class G400 she asked Sittha to buy. She found that the car cost only 9 million baht, yet Sittha requested 12.9 million baht from her. She added that she did not use the car as she was living in France but the mileage indicated it had already travelled 10,000 kilometres. Jatuporn first used the vehicle during a visit to Pattaya, where she stayed at the Hilton Pattaya Hotel. When she drove the car into the hotel, a security guard informed her that he previously saw a Chinese national using the same vehicle. This Chinese man reportedly caused a disturbance at the hotel, which almost led to Jatuporn being banned from entering with the car. This incident made her suspect that Sittha rented out her car without her permission. Jatuporn also disclosed her suspicions that Sittha used her money to acquire various assets and valuables, and she vowed to pursue legal action against him to the fullest extent. More accusations surface More complaints against Sittha surfaced after Jatuporn came forward to expose his alleged deceitful behaviour. The former suspects in the death of the famous Thai actress, Nida “Tangmo” Patcharaveerapong, were the first group to file additional accusations against Sittha. The former suspects, Wisapat “Sand” Manomaikrat, Tanupat “Por” Lerttaweewit, and Phaiboon “Robert” Trikanjananun, informed media outlets that Sittha volunteered to handle their case but they rejected him due to his dishonest approach to managing it. According to the trio, Sittha urged Por and Robert to place the blame for Tangmo’s death on Sand, who was seated at the back of the boat. However, Robert and Por refused to accuse their innocent friend, rejecting the lawyer’s suggestion. Sittha recently defended himself, denying the allegations and countering that the three were exploiting his current legal troubles to tarnish his reputation. Thailand’s Meteorological Department has delayed announcing the start of winter due to unusual weather conditions throughout the country. The department expected winter to begin on October 29. A spokesperson from the Meteorological Department explained that the northern and northeastern regions are the only places currently experiencing temperatures below 23 degrees Celsius, while the rest of the country is still seeing rain. Therefore, they will wait for a more widespread cold air mass before officially declaring winter. Officials hope to make an announcement within the next two weeks. Last night's heavy rain and thunderstorms in Bangkok and nearby areas were the result of a strong cold air mass from China meeting a western wind system. As this cold air pushes the western wind system south, northern Thailand should see drier and cooler weather soon. File photo for reference only -- 2024-10-30

In a move that’s set to soar to new heights, British Airways relaunched its direct flights from London Gatwick to the bustling city of Bangkok. The inaugural flight, BA 2231, took to the skies from Gatwick, yesterday, October 29, making a graceful touchdown at Suvarnabhumi Internationa Airport this afternoon, marking a triumphant return to the Land of Smiles. Tourism Authority of Thailand (TAT) chief Thapanee Kiatphaibool made known she is over the moon about bringing back this sky-high connection. “British Airways’ spanking new direct flights between London Gatwick and Bangkok really underscore Thailand’s spot as a top-notch travel hotspot. This revival is a major lift for our tourism scene and cements the ties between us and the UK, offering jet-setters endless chances to soak up our rich culture and jaw-dropping landscapes.” The TAT Governor didn’t jet off alone, she was joined by top tourism bigwigs from both public and private sectors, all ready to greet passengers with open arms and a warm Thai welcome at a special ceremony at Suvarnabhumi Airport. The flight frenzy took off on October 28, with British Airways rolling out three weekly flights until March 30, 2025, and there’s even more on the horizon with plans to stretch services until April 26. And when things get busy? Expect a fourth and fifth weekly flight to keep those skies buzzing. Flying high with the Boeing 777-200, BA is bringing luxury back. Choose from Club World, Premium Economy, and Economy, with a whopping total of 332 seats up for grabs. More new routes And there’s more! British Airways passengers can connect seamlessly with Bangkok Airways, spreading their wings to explore Chiang Mai, Phuket, and Koh Samui, and even hopping over to Cambodia’s gems, Phnom Penh and Siem Reap. Back in early 2020, Britain’s flagship bird had to pause its direct London Heathrow-Bangkok flights due to the pesky pandemic, which clipped its wings and saw Thailand lose 7,700 seats every month – a hefty 18% slice off of 2019’s capacity. With BA’s all-new direct routes from London Gatwick to Bangkok, air travel between the UK and Thailand is about to take off like never before. Come November 2024 to March 2025, prepare for a staggering 552 flights and 174,864 seats ready to whisk you away on routes from London Heathrow-Bangkok, London Gatwick-Bangkok, and Manchester-Phuket, reported the TAT. Joining the mighty BA on these routes are Thai Airways International, EVA Air, and TUI UK (Charter) – because when it comes to travelling, it’s plain sailing ahead. Picture courtesy: Wikipedia The Mass Rapid Transit Authority of Thailand (MRTA) is intensifying talks with the Bangkok Metropolitan Administration (BMA) to dismantle overpasses, laying the groundwork for the Orange Line's western expansion. This development is crucial for the construction of the Bang Khun Non-Min Buri rail line, projected to complete by 2030. Acting MRTA governor Vithaya Punmongkol announced that the Bangkok Expressway and Metro (BEM), the Orange Line's concessionaire, received a Notice to Proceed in July. Currently, BEM is focused on procuring systems for the eastern section from the Thailand Cultural Centre to Min Buri. This segment, taking three-and-a-half years to build, is set to open by late 2027 or early 2028. As works advance in the western part, contractors are readying public spaces for tunnels and stations. The early stages involve surveying and relocating infrastructure, a process that may last nine months. Set for 2025, land acquisition, with a budget of 14 billion baht (about £340 million), will affect 380 land plots and approximately 400 buildings. Construction in the Pratunam area is scheduled for early next year, with negotiations about overpass removals expected soon. Collaboration with the Fine Arts Department is also planned for activities in conservation areas. The western Orange Line is expected to be operational by 2030, aligning with significant urban development goals for Bangkok. Industry experts view it as a transformative initiative, promising to enhance city connectivity. File photo for reference only -- 2024-10-30

Phuket has been chosen as the central location for the Urban Act initiative, a project aimed at promoting low-carbon and resilient urban development across the Asia-Pacific region. The official announcement was made during a meeting at the Phuket Provincial Hall, attended by Governor Sophon Suwannarat and Vice Governor Ronnarong Tipsiri. The Urban Act Project began in April 2022 and is supported by the German Federal Ministry for Economic Affairs and Climate Action through their International Climate Initiative. The goal of the initiative is to support Thailand’s contributions to the Nationally Determined Contributions and Sustainable Development Goals. It aims to reduce carbon emissions and strengthen urban communities against climate change impacts. The meeting included important figures such as Heinrich Gudenus, Director of the Urban Act Project, along with Anchalee Tanwanich and Monthathai Rattanapong. Representatives from the German Corporation for International Cooperation (GIZ) and other key partners were also present. The project focuses on pilot locations including Chiang Mai, Khon Kaen, and Phuket. Heinrich Gudenus expressed his enthusiasm for the project, stating, "We’re proud to collaborate in Thailand with significant partners like the Ministry of Interior and the Office of Public Sector Integrity. Our focus spans from local Sustainable Development Goals to comprehensive climate action, crucial for building sustainable urban futures." The choice of Phuket emphasizes Thailand’s innovative approach to eco-friendly city planning. The Ministry of Interior is leading this critical project with support from agencies such as the Department of Public Works and Town & Country Planning and the Thai Meteorological Department, collaborating with GIZ and renowned German universities. Chamnanwit Terat, Deputy Permanent Secretary for Interior, emphasized the urgency of addressing climate change, saying, “Our mission to enhance well-being is closely linked to addressing climate change, a significant issue impacting urban life and public welfare.” This eco-friendly initiative extends beyond Thailand. Through the Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT), cities like Hat Yai and Nakhon Sri Thammarat are also planning climate-conscious urban developments. Johannes Kerner from the German Embassy in Bangkok highlighted the importance of cities in combating climate change, saying, "Engaged cities are crucial for climate action. Sustainable urban transformation benefits societies, ecosystems, and economies, especially in low-income areas." With Phuket leading this initiative, the island is setting a standard for developing greener, smarter urban environments, encouraging others to follow suit in climate action efforts. Thailand Urges Rescue Operations for 110 Trafficking Victims in Myanmar File photo for reference only Thailand is pressing forward with its efforts to rescue about 110 individuals believed to be victims of trafficking in Myanmar. Thailand is pressing forward with its efforts to rescue about 110 individuals believed to be victims of trafficking in Myanmar. The Anti-Trafficking in Persons Division (ATPD) is working closely with different government agencies to address the issue. ATPD Commander Sarut Kwaengsopha shared on October 29 that they are partnering with the Foreign Affairs Ministry, the Thai embassy’s police officer in Myanmar, and the Township Border Committee chairman. Together, they are planning the rescue operation for these victims. This united effort follows a plea from the Civil Society Network for Victim Assistance in Human Trafficking. On Saturday, they sent open letters to Prime Minister Paetongtarn Shinawatra, related agencies, and embassies of nine countries, calling for urgent action to rescue the victims. Commander Sarut noted that foreigners who are rescued and brought back to Thailand will follow a national referral mechanism. This process is designed to identify, protect, and support trafficking victims. The network disclosed that a Chinese criminal group tricked victims from nine different countries into working as scammers in Myanmar. The network has also contacted leaders of ethnic armed groups in Myawaddy, in Myanmar’s Karen State, including the Karen Border Guard Force (BGF) and the Democratic Karen Buddhist Army (DKBA). Currently, 36 Filipinos and one Moroccan are reportedly held in the BGF-controlled area, while 73 other nationals are within DKBA territory. These individuals were enticed with promises of good-paying jobs in Thailand by a cross-border network led by Chinese nationals. The network explained that the syndicate used social media to lure the victims, who were then smuggled into Myanmar through Tak’s Mae Sot district. “Now that Thailand has been elected to the United Nations Human Rights Council for 2025 to 2027, it is crucial for the country to show active support in these humanitarian rescue missions.” File photo for reference only -- 2024-10-30

Thailand, Laos, and Myanmar have teamed up to launch the Clear Sky Strategy for 2024 to 2030, an effort to tackle the severe air pollution affecting Southeast Asia. The plan was officially introduced yesterday at the Ministry of Foreign Affairs in Bangkok. Key figures at the event included Thailand’s top minister Maris Sangiampongsa and Chalermchai Sri-on, the Minister of Natural Resources and Environment. Bounkham Vorachit from Laos and Khin Maung Yi from Myanmar, natural resources ministers from their respective countries, were also present. This initiative follows the ASEAN Agreement on Transboundary Haze Pollution, signed last June. Before this official launch, Thailand had already initiated discussions through an online summit in April to address the region's pollution problems. The Clear Sky Strategy is an action plan aiming to significantly improve air quality. The strategy outlines a framework under the acronym “CLEAR,” which stands for Continued Commitment, Leveraging Mechanisms, Experience Sharing, Air Quality Networks, and Response. A major conference is planned for later this year in Bangkok, where all agreement members will continue planning and implementing actions. Minister Maris highlighted the urgent need for Southeast Asia to reduce pollution from industries, vehicles, agriculture, and forest fires, especially as PM2.5 levels tend to rise when temperatures drop. He emphasized the importance of global cooperation to tackle these environmental challenges effectively. Chalermchai stressed the priority of addressing forest fires and reducing cross-border haze, focusing on cooperation with neighboring countries. The Clear Sky Strategy 2024-2030 represents a substantial effort in regional cooperation aimed at tackling severe air pollution, which affects millions in Southeast Asia. As Thailand celebrates the 50th anniversary of its diplomatic relations with China next year, preparations are underway for the arrival of two giant pandas from China. This move, intended as a gesture of goodwill and cultural exchange, follows a meeting between key Thai agencies, including the Zoological Park Organisation and Chiang Mai Zoo officials, on 29th October to sort out logistics. Jatuporn Buruspat, Permanent Secretary for Natural Resources and Environment, confirmed China's agreement to grant the pandas on loan, although exact dates remain undisclosed. This isn't Thailand's first panda endeavour; the Chiang Mai Zoo was home to other pandas, Xuang Xuang and Lin Hui, from 2003 until their passing, solidifying the zoo's status as a cherished venue for these majestic creatures. The initiative not only aims to foster closer ties between the two nations, but it also promises to reignite local enthusiasm, reminiscent of the previous pandas’ popularity. The ongoing exchange symbolises a steady relationship, highlighted by cultural affinity and mutual respect. Adding a related note to this panda narrative, Hong Kong is similarly gearing up for the arrival of two pandas later this month, further demonstrating China's use of these gentle giants in diplomatic gestures worldwide. In an unexpected move, Thailand’s central bank has cut the key policy interest rate for the first time since 2020. Minutes from the Bank of Thailand’s October 16 meeting reveal the Monetary Policy Committee decided to lower the one-day repurchase rate by 25 basis points to 2.25%, aimed at addressing tightening financial conditions and supporting household debt alleviation. The decision, approved by a 5-2 majority, focuses on mitigating the impact of stringent financial scenarios on the nation’s economic health. The central bank aims to facilitate a smoother path for household debt reduction, considering Thailand's high household debt-to-GDP ratio of 89.6% as of the second quarter. In a prepared paper, the BoT identified domestic demand and tourism as critical drivers for future economic growth. The bank adjusted its GDP growth projections slightly upwards for 2024 and 2025, acknowledging the previous year's slower growth of 1.9%. The bank maintains that while rates should be neutral to match economic potential, vigilance is necessary to prevent long-term imbalances. All eyes are on the next rate review on December 18, as Thailand continues to navigate a complex economic landscape. File photo for reference only -- 2024-10-30

A traffic police officer in Sattahip, Chon Buri, apologised after punching a 13 year old boy who he believed purposely revved his motorcycle engine at him. The 35 year old boy’s mother has forgiven the officer but cautioned it should be the last such incident. Pornlada, took her son, referred to as A, to file a complaint with the Sattahip Police Station. The incident, which occurred yesterday, October 29, involved a police officer from the Sattahip Traffic Police. The officer chased the boy down and punched him four to five times, despite the boy’s attempts to explain that his motorcycle’s exhaust pipe was damaged, causing the loud noise mistaken for revving. The officer involved, Patcharapol Phochmat, was instructed to apologise by Thanapol Klinkasorn, the Superintendent of Sattahip Police Station. The apology was facilitated by Chaiwat Nemiya and Patthanun Somnuan, who oversee traffic control at the station. The meeting between the parties reportedly went well, with apologies offered and accepted. The mother expressed forgiveness but stressed it should be the last time such an incident occurs. “If a child is found with a noisy exhaust, officers should handle it better, perhaps by calling guardians to the station, rather than resorting to violence.” The situation has prompted a review by provincial officials, who are currently verifying facts and will determine any disciplinary actions for the officer involved, reported KhaoSod.
