  4. The People’s Movement for a Just Society (P-Move) has called on the Natural Resources and Environment Ministry to pause the designation of new national parks, urging that the conflicts within Thap Lan National Park be resolved by fostering a harmonious coexistence between humans and nature. Natural Resources and Environment Minister Chalermchai Sri-on, on his first day in office, announced plans to leverage his expertise in agricultural land reform to address forest land disputes. He expressed confidence that the results of these efforts would soon be evident. Responding to the minister’s statement, P-Move secretary-general Theeranet Chaisuwan expressed the group’s support for Chalermchai’s initiative to resolve long-standing land conflicts in Thap Lan. Theeranet pointed out that unclear boundary lines, caused by overlapping jurisdictions of various government agencies, have worsened these issues. Amid growing public concern about climate change, forest land activities deemed wrongful are often blamed on local inhabitants, who are seen as contributors to deforestation. P-Move maintains that local people should not be separated from the forest land they have long inhabited. However, Theeranet emphasised the need for clear boundaries aligned with principles of forest conservation and preservation. “From the Thap Lan case, it is obvious that the voices of outsiders were louder than the locals living in the area,” Theeranet remarked. In July, the Department of National Parks, Wildlife and Plant Conservation conducted an online public poll regarding the redesignation of 265,000 rai of land at Thap Lan National Park. This redesignation had been approved by the Cabinet over a year ago, on March 14, 2023. The proposal for the redesignation was advanced by the Office of the National Land Policy Board (ONLPB) following updates to the boundary lines of state land plots. This was part of the government’s initiative to consolidate various land mapping systems into a One Map system, adopted in 2000. The July poll revealed significant opposition, with 879,595 out of 922,898 voters disagreeing with the ONLPB’s proposed adjustment. Many feared that if the land were transferred to the Agricultural Land Reform Office, it could eventually be sold to investors, reported Bangkok Post. Theeranet argued that regulations must be amended to ensure that only stakeholders, particularly locals, are allowed to vote on such issues. 6. A drunk Thai man and his friend attacked and stabbed rescuers who came to help them after a motorcycle accident in the central province of Chachoengsao, following a false accusation of sexual assault. The 28 year old suspect, Thianchai, who was intoxicated, crashed his motorcycle on Sukhumvit Road in the Bang Pakong district of Chachoengsao province yesterday, September 9. The crash resulted in injuries to his 37 year old girlfriend, Parephan, who was lying in the traffic island. The 35 year old rescuer, Chatchawan, who was passing by on a motorcycle, stopped to check on the injured woman and reported the incident to his rescue team. While attending to the woman, Thianchai, under the influence of alcohol, mistakenly believed that Chatchawan was attempting to sexually assault her. Chatchawan attempted to explain and introduce himself as the rescuer but failed. Thianchai attacked Chatchawan and called his friend, 29 year old Kraisak, to the scene for support. Both men continued their assault on Chatchawan until another rescuer, 36 year old Suthee, arrived to de-escalate the scene. Channel 3 reported that Suthee saw Kraisak pull out a knife and attempt to stab Chatchawan, so he intervened. In response, Kraisak turned his attention onto Suthee, repeatedly stabbing him in the chest, body, and back. More rescuers, along with officers from Bang Pakong Police Station and residents, arrived to bring the situation under control. Community outrage Residents were furious with Thianchai and Kraisak for their drunken rampage, and violently attacking the rescuers. This led to the locals attacking the two suspects, to such an extent that police had to rush them to the station to prevent them from being lynched. However, in a shocking turn of events, the chaos did not end there. Kraisak’s girlfriend condemned the locals for attacking her boyfriend, defending his innocence and accusing the rescuers of starting the altercation. Another friend of Thianchai, named Boonrod, supported the woman and got into a heated argument with locals. This escalated into another physical altercation, where Boonrod was attacked by the locals and hospitalised thereafter. Channel 3 reported that Suthee remains in critical. One of the stab wounds punctured his lung, but fortunately, the other three did not affect any vital organs. Kraisak, the attacker, was initially charged with physically assaulting another person. The penalty is up to two years in prison, a fine of up to 40,000 baht, or both, according to Section 295 of the Criminal Law. However, it is worth noting that he may face harsher punishment if the condition of the stabbed rescuers worsens. 8. A foreign tourist confronted a Thai teenager in Sukhumvit Soi 11 in Bangkok after catching him pickpocketing £400 (approximately 17,700 baht). The incident turned heated as the tourist demanded the return of his money, assisted by a local Thai woman. A widely shared 23-second video on the popular Facebook page เจ๊ม้อย v+ shows the intense exchange. Captured on Sukhumvit Soi 11, the footage reveals a group surrounding the teenage pickpocket, including the infuriated foreign tourist and a Thai woman. The tourist can be seen angrily shouting, “Where’s my money?” before slapping the teenager forcefully on the head. The video highlights the tourist’s frustration as he demands the return of his stolen cash. The teenager, visibly distressed, faces the wrath of the tourist. The situation escalates as a Thai woman intervenes, attempting to mediate the conflict. She steps between the tourist and the teenager, urging the young thief to return the stolen money. The woman’s attempts to calm the tourist and resolve the situation are evident, as she repeatedly asks the teenager to hand back the money, reported KhaoSod. The clip has sparked a debate on social media, with many praising the tourist’s assertiveness and the Thai woman’s intervention. However, it also raises questions about the appropriate response to such incidents and the role of bystanders. 10. Immigration officials have apprehended a Cambodian woman again for begging in central Bangkok, this time with her three children. Last year, she was deported with two children for similar offences but returned, citing the generosity of Thai citizens. Police Colonel Kachapon Pathomang, the Investigation Superintendent of Immigration Division 1, and Police Lieutenant Colonel Suriya Puangsomboon, Deputy Superintendent of Investigations, along with their team, found a 33 year old Cambodian woman yesterday, September 10, holding her child while begging at the foot of the skywalk stairs near Soi Sukhumvit 15. Upon inspection, the woman admitted she had no passport and had illegally entered Thailand through the northeastern border. During the arrest, the officers recognised the woman from a previous incident on July 10 last year, when the same investigation team arrested her for begging at Siam Square with her two children. After her initial arrest and deportation back to Cambodia, the woman had another child, now approximately one year old. She decided to re-enter Thailand illegally with her three children, resorting to begging once more. She claimed it was a lucrative occupation due to the benevolence of Thai people and sympathetic foreign tourists who frequently bought her food and water, and gave her money. The woman confessed she could earn between 1,000 and 2,000 baht daily, almost every day. “Thai people are kind-hearted, and tourists feel sorry for us and give us money.” The woman insisted that she brought her children to beg on her own accord and that there were no gangs or individuals behind her actions. The woman and her children are now in police custody, and further legal actions are expected, reported KhaoSod. 12. In a dramatic police swoop, two members of the infamous Demon Loan Shark Gang were arrested after expanding their illegal loan operation into Chon Buri. The duo, identified as 35 year old Yutthaphum and 25 year old Kiatthaphum, were nabbed in a quiet housing estate where their shady business was thriving. Acting on intelligence, police raided the single-story house, uncovering a treasure trove of evidence, including thousands of illegal loan business cards, bank records, mobile phones, helmets, and four motorcycles believed to be linked to the gang’s predatory operations. During interrogation, Yutthaphum confessed that they had been running the illegal scheme for four to five months, renting the house for 8,000 baht per month. He revealed their primary targets were small business owners in Bo Win, Laem Chabang, and Pattaya. “We offered loans with daily, weekly, and monthly repayment options.” Yutthaphum added that no outside financiers were involved. He claimed they had lent out less than 100,000 baht. However, investigators discovered the gang was charging outrageous interest rates, as high as 20% per day, a figure that dwarfs legal limits. The suspects are now facing serious charges, including operating an unlicenced loan business and charging illegal interest rates. Both men were taken to Bo Win Police Station for further questioning, while police worked to track down other members of this predatory network, reported Pattaya Mail. The investigation is ongoing. 14. A Thai woman in Chon Buri is seeking justice for her husband who she claimed was murdered last month despite the police concluding the case as a fatal accident. The 28 year old water vending machine technician, Nattaphon Chantaphum, died on August 24 following a suspicious incident on the night of August 23 when a female customer hired him to repair a water vending machine. Three people present at the scene told officers from Nong Prue Police Station that Nattaphon attempted to steal money from the vending machine. He was caught and attempted to escape in a pickup truck driven by his friend. The three men explained that they dragged Nattaphon out of the pickup, causing him to fall and hit his head on the concrete road below, ultimately leading to his death. These three men were charged with attempted murder and were later granted bail. Police concluded that Nattaphon died in a fatal car accident after committing the vending machine theft and engaging in a physical altercation with the machine’s owners. The deceased’s wife, Chutikarn, does not believe the suspects’ account. She is confident that her husband did not commit the theft and believes that the three suspects fatally assaulted Nattaphon. Chutikarn has decided to seek justice from the Crime Suppression Division (CSD) in Bangkok after local police ignored the case. Chutikarn visited the CSD office yesterday, September 10, to submit a complaint along with all the evidence she had. She also gave interviews to several news agencies about the incident. Key witness Chutikarn explained that Nattaphon had previously worked as a technician for a man who she claimed was powerful in the area. The man owned many water vending machines in Chon Buri. Nattaphon later quit and started his own water vending machine company. Chutikarn believes that Nattaphon’s former employer was displeased with his new business venture and hired the three suspects to kill Nattaphon. She added that she has CCTV footage and a voice recording file of the suspects reporting the successful operation to someone on the phone after Nattaphon’s death. Chutikarn brought her husband’s friend, named A, with her that day. She stated that this friend had gone to the crime scene with Nattaphon and confirmed that he had indeed been fatally assaulted. A told the media that a female customer had called him and Nattaphon to repair the vending machine outside her home. He believes that this woman tricked Nattaphon into meeting the attackers, as the suspects approached and attacked him immediately after their arrival. A admitted that he was scared and did not dare to help Nattaphon, so he drove the pickup away from the scene. Nattaphon did not try to get into the pickup as the suspects claimed. The last thing A saw before leaving was Nattaphon lying on the ground. Chutikarn added that one of the suspects contacted her brother, taunting him, and telling him to claim the insurance compensation. “He [Nattaphon] is already dead. There’s nothing to be done about a dead man. Just admit that he fell from the pickup and died, so you can claim compensation from the car insurance company.” CSD officers questioned Chutikarn and A about the case in detail and planned to follow up with Nong Prue Police Station. 20. A 21 year old Thai woman from the northern province of Kamphaeng Phet accused her former father-in-law of failing to honour a promise to pay a 280,000 baht dowry, leaving her and her family in debt. The heartbroken woman, 21 year old Maengpor, urged Channel 7 to bring her case to the renowned lawyer Paisarn Ruengrit, as she wanted a lawyer experienced in similar cases to help her recover around 280,000 baht from her ex-husband and his family. Maengpor told the media that she had been in a relationship with her ex since they were 19 years old, when they were both first-year university students. They decided to hold a wedding this year, despite still being junior students. The man’s father then offered her a dowry of 200,000 baht in cash and 81,000 baht worth of gold. Maengpor emphasised that neither she nor her family requested the dowry but that the father offered it. The wedding was scheduled for April 21 at her home in Kamphaeng Phet, which also happened to be the birthday of her ex’s father. Maengpor disclosed that, the day before the wedding, the father told her he was unable to provide the promised dowry. This prompted Maengpor’s mother to sell her gold for 80,000 baht and borrow 200,000 baht from a relative to ensure the wedding could go ahead. The ex’s father promised to return all the money within 15 days after the wedding but he disappeared and did not answer his phone once the wedding was over. They later reached an agreement regarding the debt but the ex’s father paid her only 28,000 baht before vanishing again. Ex dreams of reunion Maengpor revealed that she decided to end her relationship with her ex and get a divorce. Although they continued to see each other at university, he attempted to win her back by claiming that his father, a construction contractor, had been deceived, leading to the loss of all his money. After the story went viral on Thai social media, the father gave an interview to Channel 3, stating that his construction site faced several issues. He explained that he had tried to resolve these problems and submitted the work to receive payment, and that he had already informed Maengpor’s family about the situation. He added that he had numerous expenses and was still unable to repay the money, describing himself as being like a beggar, pleading with those around him for money to buy food. Maengpor’s ex told the media that he still loved her and wished to reunite but admitted he had no money. He said he would try to work to repay her. Maengpor has not yet confirmed whether she will pursue legal action against her ex and his father. The girl, thrilled about a school trip to see elephants, had left home on foot to ensure she didn't miss her school bus. She was found on Buriram-Nang Rong Road late with milk and snacks in her backpack. A generous passerby noticed the young girl, took her to a service station and contacted Siam Ruam Jai Pu In Rescue Team to bring her home. The girl's mother, a 29-year-old woman who just returned from work, hadn't realized her daughter left the house. She explained her daughter was extremely excited about the trip as she had never seen elephants in person. Happiness filled the air when the school bus got back from the trip at 5pm. The young girl who had woken up earlier was full of joy. She shared her excitement of seeing all the different size elephants before her mother came to pick her up. Upon visiting the girl's home, the rescue worker discovered that she lived in a small wooden hut. The girl's mother disclosed that her daughter lost her father in an accident four years prior, and due to her job, the girl hasn't had the opportunity to explore or experience new things. When the rescue worker asked the girl what she wanted to eat, she mentioned a desire to try KFC - a first-time experience for her. Moved by her request, the rescue worker got the mother's approval to bring them to a KFC venue in Nang Rong district. The rescue worker informed the girl that the rescue team members' contributions funded the KFC meal and expressed their desire to help look after her. They all then headed as a group to the KFC restaurant to share a meal. File photo for reference only -- 2024-09-10 Get the ASEAN NOW daily NEWSLETTER - Click HERE to subscribe
