A prominent drug dealer, known widely on Thai social media, along with 11 gang members, tried to steal 9 million baht from two undercover police officers during a buy-and-bust operation in the central province of Nakhon Nayok. The police successfully arrested ten of the gang members, including their leader. Two officers from the Office of the Narcotics Control Board posed as drug dealers to purchase 20 kilogrammes of crystal methamphetamine worth 9 million baht from the trafficking gang led by Worrawat Chuamkaw, known on social media as Sue Poon. The meeting was arranged for the evening of Monday, September 2. The initial meeting point was set at a shopping mall in Nakhon Nayok but Worrawat requested a change of location. He urged the undercover officers to meet him on a road in Ban Na district instead, and the officers followed him to proceed with the operation. Upon arriving at the new meeting spot, the suspects exited their pickup truck and suddenly attacked the two officers. The gang held a gun to one officer’s head, while the other officer was struck in the head with the firearm. The officers were then tied up and threatened, with the gang demanding they hand over 9 million baht. A support team of police officers rushed to the scene after the GPS indicated that the two undercover officers deviated from the planned operation route. The suspects fled into the roadside forest upon noticing the arrival of additional police officers. Ten of them were unable to escape and were arrested, while two others remain at large. Suspects claim no drugs Officers seized three vehicles belonging to the gang, including a bronze Isuzu, a white Toyota Revo, and a Mitsubishi Xpander SUV. Two guns and cable ties used on the undercover officers were also confiscated as evidence. However, no crystal meth or drugs were found in the possession of the gang. ThaiRath reported that the criminal gang was unaware that their clients were police officers. They claimed that they did not possess such a large quantity of drugs and agreed to the transaction to rob the clients. Officers will conduct further investigations to verify this claim and to apprehend the two suspects who remain at large. The ten suspects are initially facing four charges: Section 7 of the Act on Firearms, Ammunition, Explosives, Fireworks, and Imitation Firearms: Possessing a firearm without permission. The punishment is imprisonment for up to 10 years, a fine of up to 20,000 baht, or both. Section 8 of the Act on Firearms, Ammunition, Explosives, Fireworks, and Imitation Firearms: Carrying a firearm in a public place without permission or necessity. The punishment is imprisonment for up to five years, a fine of up to 10,000 baht, or both. Section 310 of the Criminal Code: Detaining a person leading to death or severe injury. The penalty is imprisonment for three to 15 years. Attempted murder: This charge results in half the punishment for murder under Section 288 of the Criminal Code, which includes the death penalty, life imprisonment, or imprisonment for 15 to 20 years. The prosecutor filed the case with the Criminal Court on September 28, 2023, under case number 137/2023. The court, in case number 97/2024, found both individuals guilty of violating multiple laws, including the Anti-Human Trafficking Act of 2008, the Prostitution Prevention and Suppression Act of 1996, the Entertainment Place Act of 1966, the Child Protection Act of 2003, and the Labour Protection Act of 1998. The most recent victim filed a complaint at Pho Klang Police Station, stating that the rapist, later identified as 23 year old Thanapat, sneaked into her room and raped her on August 3. She also provided CCTV footage that captured Thanapat’s actions to the police. In the footage, the victim’s female friends are seen carrying the heavily intoxicated victim into her condominium at about 2.14am, while Thanapat secretly followed them. The rapist pretended to be a resident of the condo, which led the victim’s friends to leave the entrance open for him. Thanapat waited until all of the victim’s friends left before checking whether the room was locked. Unfortunately, the friends did not lock the room, allowing Thanapat to commit the crime. He was later seen leaving the accommodation at about 3.52am. The police reviewed additional security camera footage along the route from the entertainment venue where the victim and her friends visited her condo, which enabled them to identify the rapist. The police closely monitored Thanapat and eventually arrested him yesterday, September 3, at the car park of an entertainment venue. Thanapat reportedly bragged about the sexual assault and confessed that he planned to do it again at the entertainment venue where he was arrested. Thanapat explained that he worked at a barbecue shop and frequently committed crimes after work. He would visit multiple nightclubs, monitor intoxicated women until they left, and then follow them to their accommodations, seizing the opportunity to assault them when they forgot to lock their doors. According to Thanapat, he sometimes stalked the victims until he knew where they hid spare keys to their rooms. On other occasions, he would convince the victims that they agreed to the sexual activities while they were drunk. He claimed to have committed similar acts against more than 20 women in the province. The police have detained Thanapat at Nakhon Ratchasima Provincial Court and have denied his bail request. The funds were directly transferred to personal bank accounts and involved monthly payments as high as 100,000 baht. Police raided the residence of 57 year old Noppadol, who serves as the senior mechanical engineer and head of the outbound Ubon Ratchathani Weigh Station. Alongside him, 59 year old Aneak, and 38 year old Thongchai, or Boy, were also detained. They are all implicated in a corruption and misconduct case under the jurisdiction of Thailand’s Criminal Court for Corruption and Misconduct Region 3. During the press briefing, held at 3.30pm yesterday, September 3, officials including Jaroonkiat Pankaew, Deputy Commissioner of the Central Investigation Bureau (CIB), Prasong Chelimpun, Commissioner of the Anti-Corruption Division (ACD), and representatives from the Ministry of Transport and the National Anti-Corruption Commission (NACC) disclosed the details of the operation dubbed Spot Check Cleanup. Noppadol and Aneak are facing charges of dereliction of duty and corruption, while Thongchai is charged with abetting the corrupt practices. Another individual, 39 year old Prathin, who held the bank account used for the transactions, has also been summoned to face charges, said a police spokesperson. “The competition in the business sector has given rise to the ‘sticker bribe’ issue. If officials get involved, it will impact the public and cause significant damage to the nation. The suspects have handled around 200 million baht over four years. We will pursue every individual involved.” Initial investigations revealed that the bribery scheme involved depositing money into Prathin’s account from around 200 trucking operators in the northeastern region. These funds were then converted to cash. About 50 victims have come forward, but many remain silent due to fear of legal repercussions. Money laundering Prasong explained that the 200 million baht circulating through the suspects’ accounts originated from the trucking operators. “This money was funnelled through Prathin’s account before being withdrawn as cash. We need to investigate further to identify all recipients.” More in-depth investigations showed that the account used by Prathin had been active from August 2022 to June 2023, accumulating over 6,265,631 baht. Additionally, Thongchai’s financial records indicated over 126,460,745 baht in total transactions since 2015, with 31 transfers totalling 3,161,100 baht directed to Noppadol’s account. The money laundering methods mainly involved ATM withdrawals, which were then handed over at predetermined locations. Noppadol’s account received 13,237,672 baht from 2019 to the present, and transfers from Aneak’s account contributed 5,526,500 baht between 2020 and 2023. Further scrutiny revealed that Aneak also received direct monthly payments from trucking operators, ranging from 5,000 to 100,000 baht. Between 2020 and 2023, his account saw deposits amounting to 11,465,976 baht. These findings were crucial in leading to the arrests, reported KhaoSod. The Criminal Court of Thailand sentenced defendants in the pyramid scheme case, กองทุนพัฒนาเกษตรกรไทยสู่สากล (Thai Farmers Development Fund to Global) to 352 years in prison and fined them 35.2 million baht. The Department of Special Investigation (DSI) plans to use artificial intelligence (AI) to detect such scams online. The DSI’s Financial Crime Division had been investigating special case number 40/2559 involving fraudulent activities by the company I.C. International Limited and Disthanont (surname withheld). They were accused of deceiving the public by promoting the establishment of the Thai Farmers Development Fund to Global to execute the project Million Mushroom Blocks to Redeem Cattle and Buffalo. After concluding the investigation, investigation officers recommended filing charges against the two defendants for public fraud and fraudulent borrowing according to the Criminal Code and the 1984 Emergency Decree on Fraudulent Borrowing. The case was forwarded to the Special Case Office of the Attorney General’s Office, which subsequently prosecuted the two defendants in the Criminal Court under case number A 263/2022. The court has now issued its verdict under case number A 234/2024, convicting both defendants as charged with 88 counts of fraud. I.C. International Limited, the first defendant, was fined a total of 52.8 million baht, while Disthanont, the second defendant, was sentenced to 528 years in prison. The court considered the defence’s evidence, which was somewhat beneficial to the case, and decided to reduce the penalties under Section 78 of the Criminal Code. I.C. International Limited’s total fine was reduced to 35.2 million baht, and Disthanont’s prison sentence was reduced to 352 years. However, due to the maximum imprisonment term for each count being 10 years, the cumulative prison term for Disthanont was set at 20 years under Section 91(2) of the Criminal Code. Victim compensation Both defendants were also ordered to jointly compensate the victims with an annual interest rate of 5% on the principal amount from the date of the lawsuit (filed on February 8, 2022) until full payment is made to each victim. The fraudulent scheme involved recruiting members for the Million Mushroom Blocks to Redeem Cattle and Buffalo project, requiring each group of 20 participants to pay a 350 baht fee for administrative costs and a monthly savings fee of 100 baht, totalling 1,550 baht per year. After one year, members could withdraw their savings. Members were promised benefits, including 2,000 mushroom blocks and one mushroom growing house per person, valued at 30,000 baht. This represented an annual return of 1,935.4% on their investment. As more members joined, additional projects related to the mushroom scheme were introduced to attract further investments, offering high returns without the intention of actual implementation. A total of 88 victims were defrauded, resulting in damages amounting to 7,012,150 baht. The DSI publicised the court’s judgment to warn individuals involved in pyramid schemes about the severe penalties, including lengthy imprisonment for each count of fraud, and asset seizure by the Office of the Prevention and Suppression of Money Laundering under the Anti-Money Laundering Act of 1999. The Financial Crime Division is developing an AI-based surveillance system to detect and prevent internet-based pyramid schemes more effectively, reported KhaoSod.   15. A Thai TikToker issued a warning to Thai people living abroad after her friend in Australia lost 10,000 Australian dollars, approximately 230,000 baht, in a money exchange scam. The TikToker, @padnarxx, shared two videos to explain the scam her friend encountered in Australia, aiming to alert Thai nationals in Australia and other foreign countries who frequently exchange money. Pad revealed that her friend wanted to exchange 10,000 Australian dollars for Thai baht and deposit the Thai currency into her Thai bank account. In her search for the best exchange rate, she found a post from a scammer and contacted the person via the LINE application. The scammer called the victim on the phone and arranged a meeting at a hospital in Australia, which is where the scammer claimed to work. According to Pad, the victim did not notice anything suspicious and felt reassured by the face-to-face meeting. Before the meeting, the scammer asked for the Thai bank account details and the amount of money to be exchanged, saying the account should be checked before the transaction. Upon arriving at the meeting point, the person Pad’s friend met was not the same person she was in contact with via LINE. This woman claimed she also needed to exchange money, from Thai baht to Australian dollars, to pay for her tuition fees. Thais fall victim The scam was carried out remotely. The scammer had another victim transfer Thai currency to the scammer’s bank account and arranged for this victim to collect dollar cash from Pad’s friend. The scammer promised to transfer the Thai currency to Pad’s friend’s bank account afterwards. The scammer assured that the Thai currency had been transferred but when Pad’s friend checked her account, there was no money. Suspecting a scam, Pad’s friend requested her 10,000 Australian dollars back. However, the other victim who collected the dollars from her refused to return them. Police officers and detectives were called to the scene but they could not decide who was entitled to the cash. The case was therefore submitted to the court. Many Thai netizens commented that others have fallen victim to this scam, with some sharing their own similar experiences. “I just saw another victim who lost 300,000 baht to this scam.” “I experienced this myself. Luckily, I managed to avoid it.” “This happened to my friend in Dubai. The footage reveals Apisit’s younger brother entering the room to play with the dogs, only to be later seen desperately fleeing as the dogs pursued and attacked him on the stairs. The next day, a forensic examination determined he had been dead for over 12 hours, with severe wounds covering his face and body and significant blood loss contributing to his untimely death. Apisit, who had recently brought the two-year-old dogs home from Bangkok, expressed his sorrow and confusion, stating the dogs had previously shown no signs of aggression, and his brother had always enjoyed their company. Riverside residents and businesses in 11 provinces in the Chao Phraya river basin, including Bangkok, have been advised to brace for rising water levels, after the Royal Irrigation Department (RID) increased the volume of water being discharged through the Chao Phraya Dam in Chainat province to about 1,500m3/s today. An urgent letter, issued by RID deputy director-general Det Lekwichai and addressed to the governors of Uthai Thani, Chainat, Sing Buri, Ang Thong, Suphan Buri, Ayutthaya, Lop Buri, Pathum Thani, Nonthaburi, Samut Prakan and Bangkok, advises precautionary measures be taken and the public be kept informed, especially those located along the Chao Phraya and Noi rivers. The increased rate of water discharge, due to the volume of water from northern runoffs rising to about 1,900m3/s, raises the water level in the downstream reaches of the river by about 18cm.
