File photo for reference only The Philippine Coast Guard (PCG) reported the recovery of three more bodies from the capsized sand carrier MV Hong Hai 16 in the waters off Rizal, Occidental Mindoro. This brings the death toll to nine, with the search efforts ongoing for two missing crew members. The first cadaver was retrieved from the vessel's accommodation area on the afternoon of Black Saturday, April 19, by PCG's Special Operations Group-Southern Tagalog and divers from the Special Operations Force. The subsequent recoveries on Easter Sunday, April 20, were from Cargo Hold No. 1 and the Cargo Hold Monitoring Control Room. The identities of the deceased are pending notification of their families, as stated by the PCG. Meanwhile, efforts to locate the remaining missing crew members continue, despite challenging conditions, including poor underwater visibility and structural hazards posed by the sunken vessel. During recent operations, PCG divers recovered personal items from the vessel’s bridge and second-floor cabin. Alongside the ongoing search, the PCG, in partnership with the Department of Environment and Natural Resources (DENR) Community Environment and Natural Resources Office (CENRO)-San Jose, conducted a coastal assessment. The examined stretch revealed no immediate environmental threats such as oil spills, although significant siltation was observed, with no seagrass beds or coral reefs present. The Coast Guard Chaplain Services observed the Easter Holy Week period by holding a Black Saturday Mass, offering prayers for the victims' families and the safety of the responders involved in the recovery operations. The Chinese-flagged MV Hong Hai 16 capsized on April 15, approximately 100 meters from Barangay Malawaan's shoreline. Of the 25 crew members onboard, comprising 13 Filipinos and 12 Chinese nationals, 14 were initially rescued. The PCG remains committed to concluding its search and rescue mission and ensuring safety in the area. Adapted by ASEAN Now from Manila Bulletin -- 2025-04-21

Photo via Channel 8 A confrontation at a traffic checkpoint in Nakhon Nayok has sparked controversy after Thai police officers fatally shot a man believed to be fleeing the scene. Arnon “Beer” Ngamroop, 29, was killed during the incident, leading his family to accuse the police of power misuse. Arnon, along with his friend Thanaphon, was attempting to evade police inspection when the situation escalated. According to Pak Pli Police Station officers, Arnon made a U-turn at the checkpoint and drove against traffic, allegedly attempting to flee from arrest. The police reported shooting at the vehicle, claiming Arnon had pulled out a gun and attempted to reverse into officers. However, Thanaphon contradicted this account, telling Channel 8 that neither he nor Arnon were armed. He explained their actions stemmed from panic over potential drug and alcohol tests, following a night out in Prachin Buri province. Thanaphon admitted they turned into an alley that was a dead end, prompting police to fire at them. He urged Arnon to surrender at that point, but Arnon attempted another escape maneuver, reportedly hitting officers with the car, which led to further shots being fired. The narrative shared by Thanaphon and Arnon’s family includes concern about the use of lethal force, arguing that Arnon’s attempt to flee should not have resulted in a deadly outcome. They maintain that they were unarmed and acted out of fear. Police, meanwhile, assert that they acted in self-defence, noting that Arnon had a history of drug and theft-related charges, while Thanaphon had a past drug arrest. Thanaphon has been charged with drug use in connection with the incident and released on a 50,000 baht bail. Channel 8 reports that police have not released further detailed information regarding Arnon's case, leaving significant public interest and scrutiny over the actions taken during the checkpoint incident. The disagreement highlights ongoing concerns about police conduct and the appropriate use of force in law enforcement situations. Adapted by ASEAN Now from The Thaiger -- 2025-04-21

Picture courtesy of KhaoSod A 36-year-old employee of a transport company in Bangkok, identified as Thanaphat, has been arrested for allegedly stealing Ai Khai amulets valued at 16 million baht. Trusted with the keys to the storage room, he reportedly exploited his access to commit the thefts. The arrest took place at Thanaphat's residence in Soi Nawamin 111, Bueng Kum district, on April 20. Police Lieutenant General Siam Boonsom reported the recovery of a gold-plated Ai Khai statue and various medallions. The case came to light on April 10 when Sirawit, a well-known amulet collector, notified the police of the missing items. Thanaphat, employed by a transportation company linked to Sirawit, allegedly used his access to break into the storage room multiple times between March 31 and April 10, stealing valuable amulets from Wat Chedi. Investigations revealed evidence of forced entry, and CCTV footage pinpointed Thanaphat as the individual frequently entering the room. Following the discovery, a warrant was issued for his arrest. During interrogation, Thanaphat confessed to the thefts, admitting he had hidden some stolen items at a dormitory in Soi Nawamin 74-1-9-4, where police recovered additional amulets. Thanaphat also admitted to selling some of the stolen goods to finance a car purchase and other high-value items. While he claimed the thefts began in April last year, police suspect he may have committed between 50 and 60 similar thefts due to his prolonged access to the storage facilities. The suspect, along with recovered possessions, has been handed over to Min Buri police station, as investigations continue to fully unravel the extent of his illicit activities. Laem Bali Hai Pier | Photo via Pattaya mail Visitors to Koh Larn from Pattaya can now enjoy a more comfortable wait at Laem Bali Hai Pier, thanks to a newly installed roof over the ferry boarding area. This addition provides much-needed shade and protection from the sun, addressing long-standing complaints regarding the lack of shelter at the pier. The timing of this upgrade is ideal, coinciding with the busy Songkran and summer travel seasons when thousands flock to the island daily. Previously, tourists and locals endured long, hot waits under the scorching sun, leading to repeated frustrations. The new roof effectively alleviates these concerns and is part of a broader initiative by city officials to improve infrastructure and enhance Pattaya's tourist appeal. Feedback has been overwhelmingly positive, with many praising this seemingly small yet significant improvement. It underscores Pattaya's commitment to improving comfort and hospitality for visitors. In addition to the new roof, Laem Bali Hai Pier has undergone broader changes to streamline operations and improve the tourist experience. On September 19, Mayor Poramet Ngampichet announced new regulations aimed at tackling longstanding issues such as parking disputes and aggressive, overpriced speedboat vendors. The updated system seeks to ensure a fairer, more organised environment by eliminating unauthorised parking directors and establishing a single point for booking speedboat services. This eliminates the need for constant haggling, thus enhancing overall satisfaction. Serving over 10,000 visitors daily, these changes at the pier represent a tangible commitment to addressing historical complaints and improving the overall tourist experience in Pattaya. As the city continues to attract more tourists, such improvements highlight a growing focus on comfort and efficient service. Adapted by ASEAN Now from The Thaiger -- 2025-04-21

Photo via One 31 An 18-year-old Thai woman has accused a security guard at Udon Thani Railway Station of sexual assault. The incident allegedly took place in the early hours of April 19, and the guard, 53-year-old Monthian, has denied the allegation, leading to an ongoing investigation. The woman, who had travelled from Ang Thong to Sakon Nakhon to visit her ill boyfriend, was on her way home when she missed her train at Udon Thani and had to wait until the next scheduled train at 8am. According to her account, Monthian offered her a place to rest in his booth to avoid mosquitoes, and she fell asleep there. She reported that at around 3am, Monthian woke her by slapping her bottom and suggested she use the bathroom. Initially declining, she later agreed, escorted by Monthian to the facilities where the assault allegedly took place. She recounted that he attempted unwanted physical contact but managed to escape, subsequently contacting her boyfriend, family, and the police. Monthian has provided a different version of events, admitting he invited her into his booth for safety reasons. He claims he took her to the guard’s bathroom after she expressed a desire to use it, as public facilities were closed. He insists he followed her only to turn on the light, but she exited abruptly. The case is complicated by conflicting reports. One news outlet, One 31, indicated CCTV footage showed no signs of distress from the woman as she willingly accompanied the guard. Additionally, Channel 7 noted discrepancies in her train booking claims, unable to find a reservation under her name. Following his arrest, Monthian was temporarily released on 140,000 baht bail. In response to the serious nature of the accusation, the State Railway of Thailand has suspended him pending the investigation's outcome. The incident raises important questions about safety and conduct at public facilities, with both sides presenting different narratives that authorities must carefully scrutinize to ascertain the truth. The investigation continues, with both parties awaiting a resolution to this disturbing allegation. Adapted by ASEAN Now from The Thaiger -- 2025-04-21

Picture courtesy of KhaoSod Police in Samut Sakhon are working to issue an arrest warrant for Sang, a 57-year-old tattoo artist, suspected of fatally shooting Chakkrit, 42, on April 19. The incident took place on a road opposite the Baan Ua-Athorn residential area in the Nadee subdistrict. According to reports, Sang is alleged to have fired three shots from a 9mm gun, resulting in Chakkrit's death. Following the shooting, a motorcycle driver reportedly helped Sang flee the scene. Police Colonel Pichetpong Jangkaiyakhom from Mueang Samut Sakhon Police Station stated that five witnesses have been interviewed as part of the investigation. Sang's wife, Nittaya, 33, provided details leading up to the incident, claiming that Chakkrit provoked Sang by shouting about having a license while passing their house. This confrontation allegedly led to the shooting. She clarified that the argument was not about Sang’s dogs, dismissing local speculation. Sang, also known as Suchart, faces charges of murder and illegal firearm possession. Police are considering additional charges as they gather more evidence. Investigators are reviewing CCTV footage to trace Sang’s escape route and reaching out to acquaintances for information on his whereabouts. Nittaya revealed that the argument was related to a license for selling herbal liquor, a source of supplementary income for Sang, alongside his work in tattooing, motorcycle repairs, and municipal waste collection. She further assured that Sang's dogs are non-aggressive Thai breeds, simply following people or vehicles without causing any nuisance. While the exact cause of the altercation remains unclear, Nittaya mentioned having limited interaction with Chakkrit and is uncertain about the deeper reasons behind the conflict. The police continue their pursuit, determined to bring Sang to justice and resolve the tragic incident. Adapted by ASEAN Now from The Thaiger -- 2025-04-21

These items, including noodles, mala soup, and dried bean curd, were destined for distribution to local restaurants and online sales. The raid occurred on April 20 and was orchestrated by Police Major General Tasanapoom Charupradit, Commander of the Economic Crime Suppression Division, along with Police Colonel Narupon Karuna and Police Lieutenant Colonel Patipan Pensuk. Acting on a search warrant issued by the Min Buri Criminal Court, the police targeted a residence in Soi Nimitmai 42, Samwa Tai, Khlong Samwa district, identified as a storage site for the unregulated food products. Upon searching the premises, authorities found a Thai woman managing the operation. The confiscated products notably lacked registration numbers or Thai FDA markings, raising concerns about their safety if consumed. This discovery led to the immediate confiscation of the improperly documented goods. The woman confessed to importing these products from China with plans to supply suki and mala restaurants in Bangkok, as well as sell them online. She had rented the property specifically for storing these items until they could be dispatched to purchasers. This incident underscores ongoing efforts by Thai authorities to ensure food safety and compliance with national health standards, particularly concerning imported goods. The crackdown serves as a reminder of the importance of adhering to established import regulations to protect public health. Adapted by ASEAN Now from The Thaiger -- 2025-04-21

Picture courtesy of KhaoSod A 39-year-old man, identified as Ma-usman, was arrested on a train following an investigation that revealed he had fabricated a story about being shot. It was determined that he had accidentally shot himself, prompting legal actions against him. The arrest took place on April 20, on train number 169, which was en route from Krungthep Aphiwat to Hat Yai Junction in Songkhla province. The operation was led by Police Major General Khongkrit Lertsitthikul, coordinated with assistance from officials including Police Colonel Intharat Panya and Police Lieutenant Colonel Warisorn Matcha. An arrest warrant was issued by the Narathiwat provincial court, dated December 6, 2023. This case traces back to December 2023, when Ma-usman arrived at Rue So Hospital in Narathiwat, claiming to have been shot. The hospital reported the incident to local police, sparking a detailed investigation. It was soon uncovered that Ma-usman’s wound was self-inflicted; he had accidentally shot himself but lied to medical staff, fearing legal repercussions for possessing an unlicensed firearm. As police gathered evidence, an arrest warrant was issued and his travel plans were traced. His capture involved coordinated efforts by the Railway Crime Suppression Centre under the Central Investigation Bureau and Rue So police investigators. During interrogation, Ma-usman confessed to the charges, which include providing false information to authorities—potentially causing public harm—as well as illegal possession of firearms and ammunition, and carrying a firearm in public without proper authorisation. He has been transferred to Rue So Police Station for further legal proceedings. This case highlights the serious consequences of false reporting and illegal firearm possession, with law enforcement efficiently uncovering the truth behind the fabricated incident. Picture courtesy of amarintv A scandal has erupted in Nakhon Si Thammarat’s Ron Phibun district after photos surfaced allegedly showing a senior monk in a compromising position with a woman. The images appear to capture the monk, a subdistrict chief and senior ecclesiastical figure, naked in a bathroom with a woman bathing him, prompting demands from the local community for accountability. The photos were reportedly taken by local residents who had been monitoring the monk’s behaviour, concerned over potential misconduct. Fearing repercussions, they captured the images secretly within the temple's bathroom and shared them as evidence. The incident has stirred discussions about the integrity and discipline expected within monkhood, with many asserting that the issue lies with individuals exploiting religious positions without adhering to its principles. Upon discovering the photographs, the monk reportedly left the temple. Local residents, upset by the incident, have expressed their desire for him not to return as abbot, highlighting their disapproval of his actions. Phra Khru Siriwannaporn, the abbot of Thepnomchuead Temple and district monk chief of Ron Phibun, has confirmed the situation and stated that disciplinary procedures are underway. Reports have been submitted to the provincial ecclesiastical official in Nakhon Si Thammarat. Initial investigations are also addressing whether any temple property has gone missing, which could prompt further legal action. As the monk remains unreachable, the local community has decided to appoint a new monk to fill the role, ensuring that the disgraced monk will not return. This incident underscores the need for vigilance in maintaining the sanctity of religious institutions and holding individuals accountable for actions that betray the faith. Photo via Channel 7 In a remarkable display of quick thinking, tourists attending the Wan Lai Festival in Pattaya used their water guns to extinguish a fire that broke out on a food cart. The incident, which was captured on video and shared by Channel 7, occurred on April 19 around 8pm on Pattaya Beach Road, the last day of the festival. The video shows flames engulfing a snack vendor’s food cart, causing panic among nearby stallholders. However, festival-goers sprang into action, using their water guns—originally carried for the water-splashing festivities—to douse the flames. Thanks to their prompt response, the fire was quickly brought under control, much to the delight of the cheering crowd. Channel 7 journalists commented humorously on the situation, noting, "This is the first time I’ve seen the benefits of carrying a gun in public, but it should be a water gun like this.” The fire was first noticed by a fruit vendor nearby, who acted swiftly by removing a pot of boiling water and shutting off the gas valve on the food cart's stove. The food cart owner suggested that the fire might have resulted from heat accumulation due to continuous cooking to meet high customer demand that day. The Wan Lai Festival in Pattaya is an extension of the Songkran celebrations, known for its vibrant water-splashing activities, marking the Thai New Year. With the festival in Chon Buri now concluded, those eager to continue the festivities can head to the Wan Lai Phra Pradaeng in Samut Prakan province, running from April 25 to 27. This event will include merit-making, parades, beauty pageants, traditional Mon cultural activities, and more water splashing, hosted at Phlaeng Faifa Fort in the Phra Pradaeng district. File photo for reference only Recent tests by the Iron and Steel Institute of Thailand have revealed that rebar samples collected from the collapsed State Audit Office (SAO) building site are substandard. Spokesman for the Industry Ministry, Pongpol Yodmuangcharoen, confirmed today that the tested samples, which include 12mm, 20mm, and 32mm rebar, did not meet the required rigorous standards. Following this initial finding, additional samples were collected on April 11th. These 40 sections, consisting of eight different rebar sizes, were dispatched for testing to evaluate their compliance with the Thailand Industrial Standard Institute (TISI) criteria. Pongpol emphasized the clarity of the testing protocol, which aims to ensure all construction materials meet established safety standards. Should any rebar type or brand be deemed substandard, accountability will extend to the manufacturers, potentially resulting in the revocation of production licenses and the closure of their production facilities. The scrutiny of Xin Ke Yuan, a Chinese manufacturer operating in Thailand, has intensified. Some of their rebar used in the SAO building's construction were already identified as falling short of TISI standards. These developments highlight significant safety concerns, prompting calls for stricter regulation and oversight within the construction industry to prevent future structural failures.
