Thai AirAsia is seeing lower demand in the second and third quarters of 2024 after a strong market in 2023. The company's CEO, Santisuk Klongchaiya, says government intervention is needed to help revive the stagnant local purchasing power. According to the CEO, tourism is back to its normal seasonality, with domestic market load factors falling slightly to 90% in the second quarter from 94% the previous year. This high performance though 2023 was due to pent-up demand from the COVID-19 pandemic. The second quarter’s domestic load factor was also below the high of 96% experienced in the first quarter as travelers returned to regular travel patterns, which are often focused on the high season. For international routes, Klongchaiya says Thai AirAsia's average load factor remained around 90% in the second quarter, a rise from the 83% of 2023 but same as the first quarter of this year. Full recovery for the airliner is dependent on the Chinese market, as Thailand is not expected to achieve a target of 8 million set for 2024. Klongchaiya estimates a more realistic figure of 6-7 million Chinese tourists may be seen this year. He suggests stimulus measures to spur demand, as China is promoting domestic tourism. Thai airlines want the government to lower the jet fuel excise tax, currently at 4.726 baht per liter, to help cut travel costs for domestic tourists. Thai AirAsia plans to open 4-6 international routes, possibly including Hyderabad, Kathmandu, and Phu Quoc, and a new domestic route to Lampang starting October - its 25th domestic destination. This move will increase the total number of domestic flights to 612 per week from 35 routes. By the end of the year, Thai AirAsia aims to operate 60 aircraft, an increase from the 53 during the pandemic, but still below the pre-pandemic level of 63. Somradee Chitchong, deputy governor for domestic marketing at the Tourism Authority of Thailand, reported that Lampang received 2.6 billion baht in tourism income in the first half of the year, mostly from local travelers, contributing 2.38 billion baht in total. A 64-year-old man from Iran and his Thai wife were brutally killed in their restaurant in Pattaya on July 16th, 2024. This news was reported to the Pattaya Police Station around 12:06 PM by Pol. Col. Navin Thirawit. The murder took place at the Banoo Restaurant, situated in South Pattaya's Nongprue sub-district in the Chonburi province. The Iranian man, Mr. Mojtaba Ghanbariazad, and his wife, Ms. Thanaporn Poolprakhon, were discovered dead in a room on the restaurant's second floor. Mr. Ghanbariazad was undressed from the waist down, and his wife was found under a blanket on the bed. A hammer was found near the bodies and is being considered as evidence. A witness, Ms. Kritaporn Ajanikij, stated that she had heard of a bitter argument between the couple and a male employee from Myanmar. The employee has not been seen since July 11th when he was seen leaving the scene on the owner's motorbike. Long-time friends and customers, 57-year-old Mr. Phan and Mr. Thong (who asked to keep his surname private), stated the eatery had been shut since July 11th. The restaurant, when checked by a family member of Ms. Poolprakhon, was locked from inside. The Pattaya police were called, and upon breaking into the premises, they found the bodies. Mr. Phan thinks the employee from Myanmar, who is between 25 to 30 years old, might be involved in the murder due to a possible robbery motive. The police are currently investigating this claim. The authorities are also processing other evidence found at the crime scene and are awaiting more information from the forensic team. They have a prime suspect named Mr. Min Lwin OO, a 21-year-old from Myanmar. This individual is believed to have ridden off on the victim's motorbike, as seen on surveillance footage captured on July 11th around 11:19 pm. The police are currently trying to locate Mr. OO and interview additional witnesses, reported by The Pattaya News. Senator Keskamol Pleansamai is not entitled to use the title "professor" according to Supamas Isarabhakdi, Minister of Higher Education, Science, Research and Innovations in Thailand. This is because Pleansamai's qualifications, which she says were attained from a foreign university, have not been recognized by any university in Thailand. Becoming a professor in Thailand involves progressing through the ranks, starting from assistant professor to associate professor and then becoming a professor. The position must also be approved by Royalty. The credibility of Keskamol’s academic qualifications, some of which were allegedly bought from foreign universities, is now under investigation by a nine-person committee led by Professor Supachai Pathumnakul, the deputy permanent secretary. The committee has requested 11 pieces of evidence from universities linked to Keskamol's qualifications during its first meeting. The panel also intends to interview numerous individuals to maintain fairness in the investigation. The members have already started visiting the local universities where Keskamol claims to have earned degrees. Supamas added that to curb the issue of fake degrees, all private universities should submit detailed lists of their students and graduates to the ministry. This will enable them to track who has actually studied and graduated. As for California University FCE, where Keskamol claims to have earned some of her qualifications, the Ministry is yet to approve its equivalency degrees and no one has yet applied for their endorsement. Despite the controversy surrounding her academic credentials, Senator Keskamol has a wide range of qualifications from various local and foreign universities. Wissanu, the government's leading legal expert, adds that Thaksin can contribute to the Pheu Thai Party since party matters are privately handled. However, this condition applies only if he is a party member; otherwise, he may be perceived as an outsider attempting to control or affect a political party. Following the arrest of illegal tiger cubs and ivory traffickers, the Director-General of the Department of National Parks, Wildlife, and Plant Conservation ordered a thorough inspection of all tiger farms, with strict actions promised against any illegal activities. This move, yesterday, July 15, is part of the intensifying efforts to clamp down on illegal wildlife trade in Thailand. The Director-General, Atthaphon Charoenchansa, today revealed that Chaiwat Limlikit-aksorn, Director of the National Parks Office and Special Operations Advisor for the Wildlife Protection Unit (Phaya Suea), led a team of officers to apprehend a group involved in cross-border wildlife trade in Surin province. The operation stemmed from information received by Chaiwat, regarding an ongoing international wildlife smuggling operation in Surin. Undercover agents arranged a deal with the traffickers to purchase six tiger cubs and ivory yesterday in Sangkha district. At around 6.55pm, a suspicious black sedan parked behind the undercover vehicle. The undercover agent confirmed the presence of the wildlife and signalled for the officers to make the arrest. Two individuals were arrested, identified as 51 year old Korarit, and 48 year old Manat, both residents of Surin. The seized contraband included two tiger cubs, one male and one female, approximately two to three months old. The cubs were found in poor health, suffering from diarrhoea, dehydration, and malnutrition. Additionally, the officials confiscated four pieces of Asian elephant ivory weighing 48 kilogrammes, 26 pieces of African elephant ivory weighing 49.8 kilogrammes, and 19 ivory products weighing a total of 897 grammes. The total value of the seized items was estimated at around 3,000,000 baht. The suspects were charged with violating the Wildlife Preservation and Protection Act of 2019 for possessing and trading wildlife carcasses, and the Ivory Act of 2015 for possessing and trading ivory. The confiscated items were documented and handed over to the Dom Police Station for further investigation, while the tiger cubs were transferred to the Chulabhorn Wildlife Breeding Station for care. Atthaphon emphasised that he had instructed all subordinate units to inspect every tiger farm rigorously. Any violations of licensing conditions, particularly illegal sales of tigers, would result in immediate suspension or revocation of licenses and strict enforcement of the law, reported KhaoSod. Trouble is brewing for Thailand’s farmers as the much-anticipated fertiliser subsidy faces suspension until next year, according to Agriculture Minister Thamanat Prompow. Thamanat announced plans to discuss the troubled fertiliser subsidy policy with economic ministers, following revelations that the scheme could be on hold until 2024. Initially, the government had approved subsidies of 500 baht per rai, capped at 10,000 baht, for over 4.5 million farmers, starting yesterday, July 15. This co-payment programme was set to cost around 30 billion baht, offering significant savings compared to the previous administration’s rice farming subsidies. However, budget constraints and objections from various parties have thrown a spanner in the works. Thamanat admitted yesterday that resolving misunderstandings regarding the subsidy would take time, cautioning that the policy might not see the light of day this year. “The policy aims to reduce farmers’ expenses and promote precision farming to boost rice productivity.” Thamanat noted that discussions within the Agriculture Ministry and with economic ministers would be crucial in determining the policy’s future. “Political issues are another factor that triggered the suspension of the fertiliser subsidy policy, as some parties have to lose benefits. However, we want them to understand and focus on farmers’ benefits.” If negotiations and further studies drag on, the subsidy could be postponed until next year. Despite the setback, Thamanat remains focused on reclaiming Thailand’s position as the world’s second-largest rice exporter from Vietnam by enhancing the aroma and taste of Thai rice. The ministry now boasts over 30 rice species suitable for cultivation across the country. In 2023, Thailand ranked third among rice exporters with a volume of 5.27 million tonnes, trailing behind India and Vietnam. Natthakit Khongthip, Director-General of the Rice Department, confirmed the postponement of the fertiliser subsidy, citing differing views among farmers and financial constraints. Natthakit expects the policy to launch in January or February next year, reassuring that the delay would not impact fertiliser manufacturers already participating in the programme, reported The Nation. Bangkok Governor Chadchart Sittipunt inspected Bueng Makkasan in Ratchathewi district following a large number of fish deaths, suspected to be caused by oxygen depletion and expressed concern over the potential spread of the blackchin tilapia to other areas. Chadchart visited Bueng Makkasan in the Ratchathewi district today to investigate the mass fish deaths in the area. Local fishers reported that most of the dead fish were Nile tilapia, along with some blackchin tilapia. The decrease in water levels, due to the Department of Drainage and Sewerage’s preparations for incoming rainwater, likely caused the fish to suffer from a lack of oxygen. Fish were observed gathering near a tunnel connected to a treatment facility, where oxygen levels are higher. Bueng Makkasan connects to Samsen Canal, which leads to the Chao Phraya River, and to Saen Saep Canal, which flows into Khlong Tan, with a drainage tunnel extending to Chong Nonsi. The 58 year old Bangkok chief voiced concerns about the potential spread of blackchin tilapia, noting that if the species proliferates in this area, it could spread to other locations. Within one hour, locals caught 30 kilogrammes of blackchin tilapia at Bueng Makkasan. The Director of Ratchathewi District revealed that while most fish in Bueng Makkasan is Nile tilapia, some blackchin tilapia are present. Chadchart explained that maintenance work on the water treatment equipment, which occurred from 3am to 11pm yesterday, led to lower oxygen levels in the water, causing the fish to die. The equipment is now operational again, and the situation is expected to improve, reported KhaoSod. However, further investigation is needed to determine the exact cause of the fish deaths, including water quality and the potential spread of blackchin tilapia. District authorities will closely monitor the situation to prevent further spread, said Chadchart. “From inquiries with local fishermen, it’s clear that the majority of the affected fish are Nile tilapia, with a smaller number being blackchin tilapia. “The water levels were lowered by the Department of Drainage and Sewerage to prepare for rainwater, which likely led to oxygen depletion and the resulting fish deaths. Fish were seen gathering near a tunnel where treated water, with higher oxygen levels, is released. In a joint operation by the Anti-Money Laundering Office (AMLO) and Thailand's National Broadcasting and Telecommunications Commission (NBTC), they have launched a massive crackdown on mobile banking regulation and call center scams. This effort has already led to the suspension of over 1 million phone numbers tied to users with more than 101 SIM cards. A meeting was headed by Pol. Gen. Nathathorn Prousoontorn, an NBTC board member, and other high-ranking officials to discuss the progression of the operation against call center gangs. Several steps are now in effect to help combat this issue. One of the primary steps taken involves suspending unverified SIM cards, where users failed to confirm their identities under NBTC guidelines. Up until now, more than 2.1 million such SIM card accounts have been suspended. Out of these, over 1 million are accounts with possession of 101 or more SIM cards. The authorities have also been investigating fraudulent SIM cards associated with mobile banking. The NBTC got data covering 79 million bank accounts and over 113 million mobile banking phone numbers via AMLO from 21 banks. The data is being assessed to verify that the SIM card owners are the same as the bank account holders. The verification work is set to be finished by the end of July 2024. In addition, the NBTC in cooperation with the Royal Thai Police, has been targeting illegal telecommunications signal towers installed along the borders of five provinces – Tak, Chiang Rai, Sa Kaeo, Chanthaburi, and Ranong. These towers have been aiding the operations of call center gangs. As of now, 29 culprits have been apprehended. Deputy Prime Minister and Finance Minister Pichai Chunhavajira recently suggested that the Bank of Thailand (BOT) could partner with other financial bodies to lower the minimum monthly credit card payment from 8% down to 5%. This idea was proposed during an Economic Cabinet meeting to help people struggling with debt due to the current economic downturn. Amid the COVID-19 pandemic, the minimum payment was temporarily dropped to 5%, then was raised to 8% in early 2024. It's set to increase again to the normal 10% rate by 2025. Currently, there are about 24 million credit cards being used, with more than 1.1 million cards having balances that are over 90 days late - these are referred to as non-performing loans (NPL). An additional 200,000 cards are at risk of becoming NPLs. To help tackle the problem of high-interest rates on these debts, initiatives like the Debt Clinic, run by the Sukhumvit Asset Management Company (SAM), have been launched. The program aims to stop further debt pile-up and gives people more time to pay back what they owe. There's also an ongoing project to restructure automotive debts, specifically focusing on pickup trucks and motorcycles, which are vital for many people's income. Talks are in progress with stakeholders and finance companies to separate NPLs from repossessed vehicles and new loans. The proposed solutions will be discussed in the next Economic Cabinet meeting. Despite a budget cut from 16 billion to 13 billion baht, Thailand's Education Ministry is still pushing ahead with its ambitious plan to provide tablets for students. Assistant to the Education Minister, Siripong Angkasakulkiat, confirmed the ministry's commitment to the project. The project is a part of a larger strategy called "One District, One Quality School" led by the Education Minister, Police General Permpoon Chidchob. The goal of this initiative is to pull together all educational resources, both physical and digital, for each district's schools. Siripong assured that the plan will continue and the ministry will allocate funding to support teachers and give schools updated technology. The ministry plans to distribute tablets to students in Secondary 4 to 6 in 1,808 schools and is currently looking for contractors to create the needed platform and educational content. The budget will fund a five-year lease for 600,000 tablets, costing 400 baht each, including internet access. The project, currently under review for the 2025 budget allocation, had its funds lowered from the original 16 billion baht to 13 billion baht. The ministry is considering registering small and medium-sized schools to the program, with 1,808 district high schools already signed up. The main goal of the tablet distribution project is to make learning more flexible by giving more than 600,000 tablets to students and teachers, as well as aiding in the creation of accessible educational materials. Last month, the ministry predicted that the total cost for the program, running from 2025 to 2029 and covering 29,312 schools, would be around 22 billion baht. This initiative has drawn comparisons to the previous "One Tablet, One Student" project under the administration of Yingluck Shinawatra. A well-trusted nanny from Nakhon Pathom has been apprehended for charges of theft and fraud totaling millions of baht. The nanny, known to have been well-paid and respectfully treated, has been accused of stealing valuable personal items and borrowing cash under false pretensions. In an operation led by Major General Saruti Kwangsopha of the police force on July 16, the 45-year-old nanny identified as Anong was arrested. The arrest followed a warrant issued by the Criminal Court of Thailand on May 18 and took place at a rental room in Sanam Chan subdistrict, Mueang Nakhon Pathom. Anong got hired as a nanny in 2021, for a family residing in Nakhon Pathom. Her responsibility was to cater to the three children of the family. Anong initially did very well, earning the family's trust. The family considered her one of their own, giving her a monthly paycheck of 30,000 baht, and even involved her in family trips overseas. Towards the end of 2023, Anong was seen regularly occupied on her mobile phone, speculated to be involving herself in online gambling. On being questioned, she shrugged it off as game playing. By the beginning of 2024, she started borrowing money from the family, lying about emergency expenses like her parents' medical bills, reclaiming her mother's farmland or her brother's bail. In a few months, this added up to over 700,000 baht. In April, she disappeared without any notice, stealing items including branded clothes and electronic equipment, valued at over 700,000 baht. A subsequent police investigation revealed that Anong got herself a new nanny position through a maid agency in Samut Sakhon. However, she left that job within just a few days. Soon after, she started working as a maid in Nakhon Pathom, where her arrest was effected. After being arrested, Anong denied all charges of theft and fraud. She was taken to Thung Song Hong Police Station for further legal actions. The investigation also uncovered that she scammed other people into investing money using her employer's name, resulting in a substantial income increase. A quick-thinking dentist saved a man’s life when he choked on food at a chicken rice restaurant in Saraburi. The incident yesterday, July 15, was captured by CCTV footage and shared on TikTok. The chicken rice restaurant, located in Mueang district, Saraburi was the scene of the dramatic rescue. The owner, 34 year old Kriangkrai Apibarnthamakit, who is seen in the video wearing a red shirt, recounted the event. The restaurant was bustling with customers on Sunday, July 14. A man, approximately in his 50s, was seated at an inside table when he suddenly stood up and leaned against a table. Kriangkrai, noticing the man’s distress, approached and asked if he was alright. The man exhibited symptoms of severe chest tightness, was unable to speak, and had difficulty breathing, with his face turning blue. Simultaneously, a regular customer, a woman, joined in to help. Kriangkrai later learned that she was a dentist. Together, they provided first aid to the man. Due to the man’s large build, Kriangkrai assisted by performing the Heimlich manoeuvre, wrapping his arms around from behind, clasping his hands together under the man’s sternum, and pulling forcefully towards himself. It was discovered later that the man had a piece of food lodged in his windpipe. The woman, a dentist from Pak Chong, Nakhon Ratchasima, is a regular at the restaurant. Kriangkrai remarked on the rapid nature of the emergency, noting that without knowledge of first aid, it would have been difficult to act correctly. He expressed gratitude that the dentist was present and that no customers interfered with her efforts. Kriangkrai mentioned that he had some knowledge of how to help someone choking, thanks to social media tutorials. The man, who was not a regular customer but had visited the restaurant two or three times previously, was able to continue eating after the incident and suffered no further complications, reported KhaoSod.
