  1. Persons Deprived of Liberty (PDL) talk with their loved ones and relatives over the telephone during the launch of the non-contact booth at the Manila City Jail male dorm on April 26, 2022. STAR / KJ Rosales MANILA, Philippines — The Department of Justice has ordered the reduction of bail for indigent persons charged in bailable criminal cases in a bid to address the perennial problem of prison congestion. Justice Secretary Jesus Crispin Remulla issued Department Circular No. 11 on February 20, setting the guidelines on the recommendation of bail amounts in criminal informations or charge sheets. Following the order, which DOJ Assistant Secretary Mico Clavano said is effective immediately, state prosecutors will recommend to accused who claimed indigency only 50% of the suggested bail under the department’s 2018 Bail Bond Guide or P10,000, whichever is lower. Global Voices is an "international, multilingual, primarily volunteer community of writers, translators, academics, and human rights activists" that "leverage the power of the internet to build understanding across borders." Global Voices MANILA, Philippines — Of all places Giney Villar could have first felt the urge to speak openly about being a lesbian, few would have imagined it to be in a disco — she mused some three decades later. Within the safe walls of Manila’s queer-coded nightclubs in the early 90s, Villar wondered for the first time in her 30s if expressions of lesbian pride and feminism would ever take place outside of nights spent steeped in alcohol. Secretive glances among queer women during the day, many of whom were forced to wear feminine clothing, just wouldn’t cut it anymore. 3. A motorist pays for its tank refueling in a gas station along Nangka J.P. Rizal in Marikina on Monday, June 20, 2022. The STAR / Walter Bollozos MANILA, Philippines — The increase in inflation assistance for Senate employees is fruit of their decades-long call to the government body, their union said, as they also called for higher benefits and aid for all workers nationwide amid rapidly rising living costs. The Sandigan ng mga Empleyadong Nagkakaisa sa Adhikain ng Demokratikong Organisasyon o SENADO on Tuesday explained that the increased inflation assistance to P50,000 from the previous P12,000 was due to their call for higher benefits because their wages barely sustain a living. They pointed out that there is a huge gap between minimum wage of workers — including rank and file government employees — and the set family living wage of P1,161 daily. 4. Migrant domestic workers call out Hong Kong lawmakers’ for their discriminatory proposals against foreign domestic helpers. Facebook / Asian Migrants Coordinating Body - AMCB MANILA, Philippines — A coalition of migrant worker associations in Hong Kong is calling on the Philippines and Indonesia to declare two Hong Kong lawmakers “persona non grata” following their respective remarks showing “slave-master mentality.” Asian Migrants’ Coordinating Body (AMCB-IMA) said Hong Kong Legislative Council member Elizabeth Quat described migrant domestic workers as “products” who do not match their “description,” which the coalition took as objectification of overseas workers. The coalition also called out Democratic Alliance for the Betterment and Progress of Hong Kong lawmaker Frankie Ngan for his proposals, including a plan to stop migrant domestic workers from job-hopping. Ngan also proposed to cut their two-week grace period to only give them a seven-day allowance to find new employers and get an updated work visa after the termination of a contract. 6. Phuket Specialised Expo Officials in Phuket are accelerating efforts to secure the hosting of the 2028 Specialised Expo on the island. Acknowledging that more needs to be done in terms of improving the island’s infrastructure, the president of the Phuket Tourist Associations says businesses on the island fully support the Expo bid. Apart from Phuket, there are four other contenders to host the Specialised Expo event – the US, Argentina, Serbia and Spain. According to a Bangkok Post report, Thanet Tantipiriyakit says big corporations are being encouraged to invest more in the island’s infrastructure, pointing out that the island still only has one main road running from Sarasin Bridge to the entire rest of the island. The TAT says… “Thailand’s bid to host the Specialised Expo under the name of the Expo 2028 Phuket Thailand under the theme of “Future of Life: Living in Harmony, Sharing Prosperity”, where health and wealth are in balance, all lives can thrive and prosper, and the environment and nature are restored. Everyone, big or small, can play a role and make a difference.” If Phuket is successful in its bid to host the 2028 Specialised Expo, the event is expected to be a massive boost for the island, creating new jobs and generating over 49 billion baht for the local economy. It’s expected to take place between March 20 and June 17, 2028, and attract nearly 5 million visitors. The government has approved a budget of 4.18 billion baht to support the island’s bid to host the event. However, Bhumikitti Ruktaengam from the Phuket Tourist Association points out that the successful bidder will be chosen for its ability to show that the event will benefit the community in the long run – not just Phuket itself, but Thailand as a whole. He says the Bureau International des Expositions will make its decision based on long-term planning for after the event. Bhumikitti says that were Phuket to be chosen, this would put necessary pressure on local authorities in order to have them deal with the island’s ongoing problems. Meanwhile, Thai Airways has suggested including the Phuket Expo logo and details of the island’s bid as part of its inflight entertainment. The carrier has also proposed increasing the number of flights to Phuket through cooperation with 28 partner airlines in the Star Alliance group. 18. BANGKOK (NNT) - The Department of Disease Control (DDC) has instructed international disease control checkpoints to screen all arrivals from countries with confirmed cases of Marburg Virus Disease (MVD) as a precautionary measure. The announcement follows the World Health Organization (WHO) reporting the first-ever MVD outbreak on February 13 in Equatorial Guinea. DDC Director-General Dr Tares Krassanairawiwong said 200 people who are considered to be at high-risk in Equatorial Guinea have been quarantined. In addition, two confirmed cases and 42 likely cases have been reported in Cameroon, which shares a border with Equatorial Guinea. DDC Deputy Director-General Dr Sophon Iamsirithavorn noted that although MVD has not yet been detected in Thailand, it is classified as one of the 13 dangerous infectious diseases by the Infectious Diseases Act. The country has not yet imposed a travel ban to or from Equatorial Guinea or Cameroon, but screening stepped up for arrivals from the two African countries. In the case of an arriving passenger being suspected of having contracted MVD, Thai health officials have been instructed to take fluid samples for testing, and to inform the individual of the results within three hours. The incubation period of MVD is 2-21 days, with the onset of symptoms marked by fever, chills, headache and myalgia. Other symptoms may include nausea, vomiting, chest pain, sore throat, abdominal pain and diarrhea. As the disease progresses, symptoms may become increasingly severe and can include jaundice, inflammation of the pancreas, severe weight loss, delirium, shock, liver failure, massive hemorrhaging and multi-organ dysfunction. Equatorial Guinea confirmed its first-ever outbreak of MVD on February 13. Initial tests carried out after the deaths of at least nine people in the country’s eastern Kei Ntem Province turned up positive for the viral hemorrhagic fever on one of the samples. 22. BANGKOK (NNT) - The Government Lottery Office (GLO) has approved a proposal by the Ministry of Finance to issue two new types of lotteries, specifically the six-digit (L6) and three-digit (N3) lotteries. Revenue Department Director-General Lavaron Sangsnit said the GLO will sell the L6 lottery in digital format, costing 80 baht per ticket, with some tickets sold through the Pao Tang application. The N3 lottery will meanwhile be sold in both physical and digital formats, with the price yet to be determined. The GLO board and the Finance Ministry will adjust the details of the new lotteries and submit the plan for Cabinet approval. 24. Thai Airways is promising to investigate after a passenger accused cabin crew of failing to clear food trays from passengers’ folding tray tables prior to landing. TikTok user “Praewa_panicha” posted a video clip last Friday, which has since gone viral, saying both she and her two flying companions had to hold down their food trays as the aircraft descended and landed. Praewa was on a Thai Airways flight from Singapore’s Changi Airport to Bangkok’s Suvarnabhumi Airport when she filmed the clip, which shows 3 food trays on the folding tables of 3 seats. As the flight lands, a bottle of water falls from one tray. Praewa says that prior to landing, she used the call bell to get the attention of the cabin crew, but nobody came to collect the tray or instruct the passengers to stow their tray tables or check for other general safety procedures before landing. She says an announcement was made that the plane was descending and preparing to land and passengers were told to ensure their seat belts were fastened. However, the food trays remained on the 3 tables in front of Praewa and her friends. After the plane landed, Praewa says she had to leave her seat to ask cabin crew to remove the food trays. After posting her video on TikTok, the clip quickly gathered over 5,700 reactions and over 360 comments, according to a Nation Thailand report. In a statement posted on Facebook, Thai Airways says it has launched an investigation into the incident. “Thai Airways International would like to explain that the company has learned of the incident and did not ignore it. The incident may have happened because of several factors and the company is in the process of an urgent investigation to find the facts.” Full Story: https://phuket-go.com/phuket-news/national-news/thai-airways-investigates-cabin-crew-incident-tray-gate/ -- © Copyright Phuket GO 2023-02-21 - Cigna offers a range of visa-compliant plans that meet the minimum requirement of medical treatment, including COVID-19, up to THB 3m.
