  3. President Rodrigo Duterte and former President Gloria Macapagal-Arroyo share a light moment during a courtesy visit in Malacañang on November 28, 2016. Presidential photo / King Rodriguez MANILA, Philippines — Rep. Gloria Macapagal-Arroyo (Pampanga) — president of the Philippines from 2001 to 2010 — has led the filing of a House resolution defending former President Rodrigo Duterte, who is facing an investigation at the International Criminal Court over his controversial and bloody "war on drugs". Arroyo, also senior deputy speaker, urged House lawmakers on Thursday to adopt the resolution and declare their "unequivocal defense" of former president Rodrigo Duterte. Adopted resolutions express the chamber's position but do not have the force of law. ICC prosecutors were authorized on January 26 to resume their probe into the alleged crimes against humanity in the "war on drugs." Relatives of victims of extrajudicial killings say would finally clear the path for justice. The STAR / Miguel De Guzman MANILA, Philippines — The difference between life and death for the 13 million residents of Metro Manila lies in the improvement of a nearly 46-year-old decree that laid down rules on the design and construction of buildings, an urban planner said. As the specter of the so-called “Big One” earthquake spooks the megacity especially after the devastating magnitude-7.8 tremor that shook Türkiye and Syria, renowned urban planner Jun Palafox recommended updating the 1977 National Building Code before it is too late. The Big One refers to the worst case scenario for Metro Manila should the West Valley Fault, which cuts through the capital region, move and generate a magnitude-7.2 quake as shown in a 2004 joint study by the Japan International Cooperation Agency, the Metropolitan Manila Development Authority and Phivolcs. 20. BANGKOK (NNT) - Bangkok Governor Chadchart Sittipunt has expressed appreciation toward those that helped identify sources of air pollution in the capital. The governor recently invited a group of eight individuals to lunch at the Bangkok City Hall to thank them for providing vital intelligence on the sources of PM2.5 in the city. This information was provided through the city’s online Traffy Fondue platform. The group was lauded by Chatchart as "active citizens" who helped the city combat pollution at its source. He also expressed surprise that so many people were using the “Traffy Fondue” application to contact authorities despite the platform’s launch issues. Following its launch on January 16, the platform received an overwhelming response from the public, with over 220,000 complaints having been posted on the platform. Reports suggest that the information provided by citizens included the burning of garbage in Nong Chok district, public buses emitting black smoke in Thonburi, and misreporting by air-quality monitoring stations in several districts. Traffy Fondue is also equipped with a feature that allows it to forward complaints about issues that are not under its purview to related agencies in each district. In response to the complaints, black-smoke traffic checkpoints were reportedly set up, and air-quality monitoring stations were recalibrated for accuracy. Officials claimed that out of the 220,000 complaints, 180,000 have already been addressed. 24. PHOTO: Stickboy BKK An 8 month old baby boy, missing from his home in the central province of Nakhon Pathom is still unaccounted for, according to a Thai PBS World report. Thailand’s national deputy police chief, Surachate Hakparn, says he is not sure if the baby is still alive, but believes the parents are aware of what happened to their child. Surachate says officers will use all possible means to get the truth from the couple, as the pair were escorted from their home in the Bang Luang district to the police station for further questioning yesterday. It’s understood the parents have confirmed their willingness to take polygraph tests and to cooperate with police to prove their innocence. Investigators are examining multiple theories regarding the baby’s disappearance, including an altercation between the couple, assault, or that the husband is not the baby’s biological father. Surachate has criticised local police for not immediately responding when they were informed of the baby’s disappearance on February 5. Despite extensive searches of the family’s home and surrounding areas, no clues have been found, and forensic officers have not discovered any evidence of foul play.
