  2. A woman who beat a 17-month-old girl under her care to death in HCMC was arrested Tuesday. Nguyen Ngoc Phuong, 31, was arrested by police of Ho Chi Minh City’s District 7 to be investigated for "deliberate infliction of bodily harm upon another person." Phuong told the police the little girl, who received daytime care at her house, frequently screamed and cried, and the girl’s father, 37-year-old Duc, failed to pay Phuong on time for her babysitting duties, causing her resentment. So she often used a broom to hit the girl in the face, arms and legs. Lito Lapid filed Tuesday a bill pushing to raise the number of paid service incentive leave credits of qualified employees to ten from five. The department earlier admitted it has no funding for special education programs under the proposed national budget. "Despite our earnest efforts to advocate for our learners with special needs, it was not considered in the National Expenditure Program," the department said in an earlier statement. Sen. The man clad only in dark leggings was destroying his property inside his house on Soi Paniad Chang in Central Pattaya when the Pattaya police arrived at 6 PM on Tuesday, November 15th. Ten officers equipped with iron rods and tasers blocked the front gate of the house and tried to verbally calm the unidentified man down but failed. The man, who was in apparent psychosis, then started to go on a rampage and smash things again, forcing the officers to step up their measures by using a taser. Pol. Col. Boonlue Phadungtin arrested 44-year-old suspect, Mrs. Aranya (last name withheld by police), under an arrest warrant No.1/2018 issued by the Pattaya Provincial Court on January 9th, 2018. Aranya was arrested for committing a joint burglary and failing to report herself to the court, according to Pol. Col. Boonlue. Her 36-year-old accomplice Ms. Pratchalee was also arrested for allegedly partnering with Aranya to commit a burglary. Pratchalee was previously arrested under an arrest warrant issued on October 10th, 2017. A complaint was lodged yesterday (Tuesday) with the Mueang district police by Artit Khoonphon, the vice mayor, who claimed that, between November 1st and 14th, a total of 2,029 unauthorised transfers were made to the accounts of an online shopping platform, from two Krung Thai bank accounts, ranging from a few thousand baht to hundreds of thousands and totalling 39 million baht,. Artit claimed that that municipality has never placed an order for goods from the online shopping platform and has sought help from the police to find out who is responsible. Google Pay is aiming to put everything in just one app and make payments even easier than scanning a QR code. Users will be able to store credit cards and make payments with a simple tap of the phone or their watch. Cardless ATM services have been introduced by many banks, but Google Pay makes even credit cards unnecessary. The system is currently limited to just Bangkok Bank and KTC credit cards and cannot yet store debit cards. In addition to payments, Google Wallet also allows users to store boarding passes, thereby eliminating the need for paper passes at the airport.
