The Region 8 Police told the Phuket Express that they have arrested Mr. Gareth Alan Davies, 63, a New Zealander, at a house in Soi Bae Hua in Kathu district this morning (November 7th). Seized from him inside the house were seven rifles including an AK and M16, 19 handguns, 11 grenades, and many bullets. According to Thai media, General Anupong Paochinda, Minister of the Interior, will propose to the Cabinet tomorrow, November 8th, to withdraw the ministry’s proposal to allow foreigners to buy and own land in Thailand in order to boost the country’s economy. The proposal had already been approved in principle by the Cabinet on October 25th, and it has sparked a fierce backlash ever since. A Cabinet resolution last month allows foreigners who invest 40 million baht in Thailand to buy up to one rai (0.16 hectares) of land. Conditional offer The Cabinet approval for the Interior Ministry proposal on land ownership for foreigners is primarily aimed at attracting more foreign investment to the country. The proposal, however, attaches many conditions: A foreigner must invest at least 40 million baht for at least three years in the country. Four groups of foreigners are eligible for the privilege: wealthy people, pensioners, those who want to work from Thailand, and talented workers eligible for a long-term resident visa. They have to invest at least 40 million in a targeted business for at least three years. Investment in financial assets, such as bonds, are also allowed. If the investment is withdrawn before the three-year period, the right to own land will be revoked. Purchase of agricultural land is not allowed, and land can be bought only in urban areas of Bangkok, Pattaya, municipality areas, or designated residential areas. He was first caught by the victims, Wichuda Sangsamanan, 27, and her unidentified friend who said the suspect approached them to sell candies. The UN Food and Agriculture Organisation (FAO) has designated the raising of swamp buffaloes in the Thale Noi area of southern Thailand as part of the Globally Important Agricultural Heritage System (GIAHS). The GIAHS initiative was launched by the FAO in 2002, during the World Summit on Sustainable Development in Johannesburg. To date, 67 sites in 22 countries have been designated as GIAHS and many others are looking to be so recognised in the future. Cherdsak Kuarak, a lecturer at the Faculty of Technology and Community Development at Thaksin University’s Songkhla campus, said that the GIAHS designation will promote the conservation of a unique agricultural culture, food security, sustainable development and the creation of alternative professions, besides agriculture, which will help boost revenues in rural communities.
