DOH officer-in-charge Maria Rosario Vergeire said Friday in a news briefing that she received reports that from September 1 to November 3, there were around 3,900 cases of COVID-19 that were logged in different schools across the country. MANILA, Philippines — The Department of Education is telling its personnel to refrain from having interactions with students outside of schools in a new order that contains a long list of other things teaching and non-teaching staff should keep from doing. Under Department Order No. 49 issued Wednesday, DepEd personnel are told to “avoid relationships, interaction, communication, including following social media with learners outside of the school setting, except if they are relatives.” Vice President Sara Duterte, who is also education secretary, told reporters Friday that this is to minimize biases on the part of teachers and prevent “criminal” incidents from happening. The deputy stated the contractor of the Walking Street repaving project had recently completed renovating the last 500 meters of the street, which now looked picturesque and fresh. The group opposed the resolution of the cabinet which on Oct 25 approved the Interior Ministry’s regulations to allow wealthy foreigners to buy land to attract foreign investment to the country. BANGKOK, Nov 4 (TNA) – The Geo-Informatics and Space Technology Development Agency (GISTDA) expects debris fom the Longmarch 5B-Y4 rocket of China to fall to the earth on Nov 4 with a chance of Thailand being hit at only 1.2%. GISTDA director Sittiporn Channamsin said it might fall between 2pm and 3pm or within 10pm in the Pacific Ocean and the chance of the rocket hitting Thailand dropped to only 1.2%. The rocket was launched on Oct 31 to send the Mengtian module to the Tiangong Space Station. After the mission, the rocket will fall to the earth due to gravity. Those found guilty will face harsh punishments. Gen Prawit’s remark was delivered at a meeting of the Coordinating and Monitoring of Anti-Trafficking in Persons Performance Committee (CMP Committee). The meeting acknowledged the outcomes of anti-trafficking operations, as the outcomes will be published as part of the Trafficking in Persons report for Thailand this year. The committee on this occasion considered establishing an ad-hoc subcommittee on the administration and monitoring of cases related to trafficking victims, chaired by Royal Thai Police Deputy Commissioner General Pol Gen Surachate Hakparn. Gen Prawit urged high-ranking officers to ensure none of their subordinates are involved in human trafficking. He stressed that the operations against human trafficking must take into consideration the mental health of the victims, adding that government agencies must work more collectively with NGOs and international organizations on this matter. Thailand has seen an increase in arrests and prosecutions related to human trafficking cases. Gen Prawit said this growing number reflects the effort and performance of anti-trafficking operations, as Thailand is committed to fully eradicating human trafficking in order to gain acceptance from the global community in this regard.   16. Two state-run banks, Krung Thai and Government Savings, have offered to extend loans, amounting to 5 billion baht, to the debt-ridden Oil Fuel Fund, to ease its current liquidity problems. An informed government source said that loan, which will be guaranteed by the Finance Ministry, is the first tranche of about 30 billion baht in loans to be secured by the Fund, which is running an estimated 129 billion baht in the red as a result of the government’s policy to subsidise the prices of fuel and LPG cooking gas, in the wake of global oil price increases. With approval from the cabinet, the Finance Ministry has invited seven financial institutions, both private and state-run, to offer loans to the Fund at their respective interest rates. BMA spokesperson Ekwaranyu Amrapan and advisor to the Bangkok governor Pornphrom Vikitsreth revealed measures being prepared ahead of the imminent surge in PM2.5 levels. According to them, the BMA is monitoring the dust level and already made improvements to channels for warning the public about elevated dust readings. People will be able to receive relevant news and information through the “Line Alert” channel on the Line application. They can also turn to the Air BKK application or the BMA’s Facebook page to receive this information. A warning will be issued whenever the PM2.5 reading in an area exceeds 90 micrograms per cubic meter (red color code). Readings exceeding 75 micrograms per cubic meter in 10-20 Bangkok districts at once will also trigger an alert. PM2.5 levels will also be displayed on 90 smart signboards on roads in 20 districts. Bangkok City Hall has been inspecting factories and conducting checks on vehicles emitting black exhaust to reduce airborne dust at their sources. Open-air burning was also regulated. To protect people’s health, the BMA has set up “dust-fighting classes” and dust meters at 33 schools in the capital. This initiative will be expanded to more schools in due course. The opposition Move Forward Party has officially asked the Office of the Attorney-General (OAG) to screen the Public-Private Partnership (PPP) investment contract for the Orange Line train project, before the document is submitted to the cabinet for approval. Move Forward MP Surachet Pravinvongvuth said today (Friday) that, if the OAG allows the contract to go through too easily, the Mass Rapid Transit Authority of Thailand (MRT), the project’s owner, may expedite its process to the cabinet for final approval. That could mean that the state would have to spend as much as 68 billion baht to co-invest in the mega-infrastructure project. He pointed to several suspected irregularities in the project, such as the abrupt change of the terms of reference, after the bidding was called, and the cancellation of the first round of bidding, which was eventually ruled illegal by the Central Administrative Court. A motion seeking a referendum was jointly proposed by Pheu Thai Party deputy leader Julapun Amornvivat and Move Forward MP for Bangkok Natthaphong Ruengpanyawut on September 15th.
