Sorry, however these are not dark times, by any means.

    The Sun is out.

    The weather is sweet.

Better than 100 years ago, in 1922, for example...

Better than 1962, waiting for the end of the world, during the Cuban Crisis...

There is nothing to apologise to me for. It takes more than a pinch or a slap to offend me.

Travel restrictions, fellow humans offing themselves, financial misery here and there, economies languishing, business on the brink of ruin, once happy families in tatters as they live off their meager savings, demand and supply chains in a state of lunacy, an upward incidence of terminal Karenitis. These are certainly dark times. It's been two years with no end in sight as this virus continues to mutate with gusto.

Can't really use the sun and weather as yardsticks. They've always been "out and sweet" in times of peace and war

He said for $47 USD, he would pay for my visa with his private bank account and he asked me to transfer that amount to his ABA Bank account number in Phnom Penh. I managed to find a friend in Singapore who was able to use his mobile app to transfer $50 USD to his account in Cambodia but it took about 12 hours to complete. There was also a $20 service charge to pay from his Singapore bank. I then transfered $70 in Thai Baht to my Singapore friend's Thai Bank account in Thailand.

This is an incredibly complicated and expensive payment method. A friend in Singapore SWIFT-wired $50 to Cambodia with SWIFT fees of $20 for a total of $70 which you then transferred to a Thai account. Why couldn't you have directly sent the money to Cambodia via Dee Money? Cheaper and almost instantaneous.

Next, ABA deducted their own fee of $10 from the $50, leaving just $40 for final credit to the beneficiary. So now you have to reimburse $10 to that person who processed the visa.

  3. Settle extrajudicially and be done with it. The stress, hassles, costs (of lawyers hungry for income in these lean times) and lasting mental trauma of a court case (which can turn uglier and more expensive if it goes on and on till the cows come home) at a time when there are other stressful factors to contend with (second hand effects of Covid etc) are all best avoided. Comes at a price slightly more than your envisaged 30k budget but in return you get closure and peace of mind.

Give lawyers, courts and other third parties a wide berth.

  4. Shameless and audacious OP. You complain about how inconvenient the KYC procedures are, about how difficult life has become for you as a result of advancements in the Cambodian banking system, about stricter rules to curb money laundering and other criminals activities. You seem to be angry because Cambodian banks are no longer as relaxed and flexible in matters concerning KYC and due diligence. Your shamelessness and sense of entitlement are unparalleled. You might have forgotten that your home country's banks are just as strict and inflexible when tourists inquire about opening accounts.

It is a very good thing if they refuse you. You sound dodgy and suspiciously off. You come as a tourist and want to open a bank account. They either refuse you or restrict what you can do with the account. That's perfectly normal. You are a non-resident and the bank reserves the right to make inquiries about source of funds and who you are before they allow you to freely move money across borders.

Look at this guy above throwing a tantrum because banks won't allow him (a tourist) to simply open an account without proof of residence. As if his country's banks do not impose the same requirements.

As for adjustments in interest rates, Cambodia is a sovereign country with a banking system that has nothing to do with the "perfect" banking system you're used to. They can adjust their rates and fine tune their monetary policies and if those adjustments and fine tuning don't fit well with whatever nefarious transactions you have in mind, then that's just unfortunate for you.
