Trevor, this problem is much better tackled from above (and cheaper). Are you on good enough terms with your neighbors to offer to pay for some soundproofing carpet or floor underlay? This will give them heat insulation, extend the life of their floor, and do a great job of absorbing the impact noise. And it will save you from the disturbance and save you money.

If it's airborne noise, you need a sound blocker It all depends whether you have the money / permission to take down the drywall on your side and install some insulation (MLV is a great sound blocker) or add another layer of drywall / decouple. If you are going for a cheap / quick fix, try acoustic panels on the wall (not the acoustic foam ones)... Think to simplify this.... can I cancel a travel insurance policy once the plan has started (i.e. after the term of coverage has begun)
