Yes... they give you the 30 days under consideration date on the day you make the application. When they stamp your visa it's dated 12 months from the day of the application... so technically he could move the date forward.

No issue. Something to consider... maybe have an account in Thailand with the required deposit in place well before you apply for the retirement visa. Maybe even 12 months prior to application.

Electrics should dry out.. spray liberally with WD40, wiring, connectors, ignition switch.. everything. Battery should be ok if it didn't short-out. Drain and change the engine oil. How long did you run the engine while under water.. you may have sucked water into the the air intake/carburetor and thus the engine? The carburetor may need to be stripped and cleaned out. The engine... you could take out the spark plug and turn the engine over to clear out any water from the cylinder. Or take it to a motorcycle shop and they'll do it all for you.
