On top of that figure they also have a "reserve fuel level" which usually should never be needed/used. They also punch-in to their data-base other airport locations should a diversion be needed. If these cannot be used then arrangements between the aircraft and air-traffic control are made. The pilots are full aware of fuel levels when held in a holding pattern due to bad weather conditions The 7700 code is the aircrafts transponder [which squawks silently] it's location to air traffic control, and indicates they have declared a Pan Pan Pan which gives them a priority over other aircraft and not an emergency "May-day".
