I don't know why you had 2 likes for your post.
The OP has extension to non O based on retirement. Cannot presently obtain COE.
Given the numbers on the government "list" that includes PR, work permit holders, folk married to Thai or parent of thai, etc etc
Maybe he can fly to Thailand sometime 2021
Our different status does not matter at this moment...but he reported well how to go ahead when my status group will get green light to enter to Thailand.

Hi, I am in quarantine having just done the process to exit VN. Depending on where you are located either Hanoi or HCMC you will find different levels of service at the Embassy/Consulate regarding your visa question and criteria to qualify for the COE. HCMC was by far the most helpful. To track when a flight is available, should you qualify, please go to the FB page of both Embassy and Consulate and check daily for updates on repatriation flights. The announcements are clear with instructions. But otherwise invisible to you unless you check. First you have to qualify for COE. Then prepare the other documents (it is a 2 step process - first COE, then the rest). They advise to get the flight booking last. From experience, if you have all that is required do not delay this step or you will miss out. I did mine first. I missed a flight from Hanoi. The last flight from HCMC was full. I was based in Hanoi, but exited via HCMC to catch the flight. No assistance from Hanoi Embassy because they don't run that flight. Flights were done in July and August. Perhaps monthly, perhaps not. The incoming flight from BKK was full with people returning to HCMC. ThaiVietJet ran the charter. Be optimistic. The rules will change to match the situation. There are only so many hotels for ASQ so they can't open the floodgates all at once. For clarification I hold Thai Residency. Go to the FB page and it is all there on what qualifies. Hope this helps. Wish you well to get home.
Thanks a lot for these detailed feedback...

You will definitely not be able to avoid quarantine. What is the basis for your Non Immigrant extension of stay? If it is for a Thai spouse or child, your return may be possible. Contact the Thai embassy in Hanoi to see what is required for the COE (certificate of entry) now required to travel to Thailand. If you do not have a Thai spouse/child, you are currently out of luck. In any case, do not pay for any air tickets without talking to the embassy first.
Retirement...Thanks for your reply...

I have a "non O" visa extension which has to be renewed in January 2021. I've been in Vietnam since January and may be able to fly back to Thailand from Vietnam in the next two months. Has anything decisive changed with the "non O" status in my absence? and can I re-enter Thailand with "non-O" (without having to be in quarantine)? Thanks in advance for your answer ...

There are some ThaiVisa threads discussing using DeeMoney to transfer funds. Not sure what their requirements for setup are but you might try contacting them.
Is it possible to transfer money out of Thailand without a work permit (see 2nd page)

I gather the OP hasn't to set up online banking on his Thai bank accounts and if he has, doesn't have a WP so can't transfer the funds internationally?
Nonother access tools are available except the personal presentation of passport and bank book...

Another question, do you have all your previous funding documents in order required for removing funds from Thailand.
Yes, I have the deposit document. The amount has been deposited before 2 years in my account and is without changes except some interests...

You are right, but I have no family in Thailand ... I think this should also work without an intermediary when certificates from the German and Thai embassies in Vietnam are submitted ... Such things are mostly decided by superiors in middle management and that common staff knows nothing about it.

I have been living in Vietnam for more than 6 months and have not been able to leave the country because of the continuing coronavirus hype and to fix my personal issues in Thailand and then return to Vietnam.
I own 2 personal savings accounts in Thailand banks. The access to both accounts is allowed if I personally present my bank book and passport. I have no ATM card or other instruments to access my account. I contacted both banks several times by email and phone but the girls answering my inquiry are not sufficient prepared to answer my questions in this regard even when I asked for the supervisors' advice.
I wonder whether one of you knows the banking regulations dealing with this aspect where the account owner cannot present himself because of Force majeure. I would need to know which documents/certifications I will need to present and transfer my money from my accounts at both banks in Thailand to my new account in Vietnam without my physical presence in Thailand.

I hope for your sake it is a Retail banking licence. Branches in New York and London are only commercial.
I take it you must have the account book with you?
In accordance to their website the bank is also involved in retail business and yes, I have my bank book with me...

Do you have internet access to the account and another account that you could transfer into that you do have a debit card for?
if you can only access it in branch with a book and passport then I would say you are stuffed.......
only with a bank book and passport. But there is maybe a chance...I found out that Bangkok Bank has a banking license in Vietnam and a Bangkok Bank exists in the 2 main cities in Vietnam. I wrote to one but still lack a reply...

Thai Debit card in Viet ATM usually works.
The rates and charges aren't too bad.
Viet machines usually only allow a max 2M dong.
HSBC machine allows more in 1 transaction.
I have no debit card for this saving account....

You are observing well the changes in our political world. Since a large part of the moderate politicians and left ones moved to the extreme left end of political spectrum whilst the the remaining part of moderates kept their position and become the new extrem rights by the extreme leftists. This was the start of the race for power by the fahr lefts.

Soon I have to change my present passport to a new one and, because I am presently living and for some months in Vietnam.
I wonder whether the old passport with the Thai visa extension together with a new passport can be used when entering Thailand again?
Will the new certification of passport change by the Embassy in Vietnam also do for Thailand immigration when asking them to transfer my 1-year extension for
Thailand from the old passport to the new one?
Thank you in advance for your kind suggestions...

So what's your op about. Flying into bkk and then what. Onward flight to Laos most likely 2 separate flight bookings.
If so you will clear imm at airport and reenter via passport control? Seems you have multi reentry then what's the issue.
If you want advice you need clear OP.
I have zero idea what your asking.
If you arrive in Thailand with a non-immigrant O you have to register with a TM30 at immigration because you are on Thai soil for a few hours...

If you have an extension of stay protected by a single entry re-entry permit, your re-entry permit will be used when you pass through immigration. To ensure that your extended permission to stay remains valid for your later return to Thailand, you would need to get a further re-entry permit.
I have a multiple re-entry permit...

I will interrupt my stay in Vietnam to travel to Bangkok and stay there at the airport for a few hours (outside of the international area) before continuing on to Laos. The Immigration Service will see on its screen that I have arrived at the airport and left for Laos a few hours later without re-registration. How will that be classified by immigration? Would this affect the renewal on my existing non-immigration visa "O" in Thailand?
