  22. These leases are for government lands. I doubt for a small residential property or project. I would think the government is looking for international development companies that would be building large (100+ units) housing developments or hotels/resorts.
  23. If you have a work permit you can work in your shop or anyone else’s for that matter. The work permit is the key ingredient. Owning a shop does not allow you to work in it.
