All those requirements seem quite onerous.
Now I understand the value added by the agent: (S)he probably connects a business that fulfills the above requirements with a business who doesn't but needs cheap labor.
My acquaintance is working at a small restaurant with a staff of about 2 or 3, which just opened a few months ago, so I doubt the business can fulfill above requirements.
So I guess she has to pay the 15.000 baht for the agent's services, even though really the business should help her in my opinion, since they are the ones that benefit most from the cheap labor.
