A non-Imm O visa for marriage would make eligible for a work permit, but he would need a job to qualify for one.
Everyone needs a job to get a work permit, marriage is irrelevant, unless you're saying that single people cannot get WPs.

If your DIY shop, or any other shop, is in a mall then it should, obviously, be closed, if it's not then there's no reason for it to be closed.

They are not "encouraging car shopping", that was just you saying that.
Toyota is encouraging free car sterilisation. Hard to see how that is irresponsible as they are not opening their service centres for that sole purpose. Seems a pretty good idea to me.
