If he can really stay 330 days on a tourist visa, then we don't see any point in getting an education visa, retirement extension, elite visa, marriage visa etc.

There's no doubt whatsoever that someone could/can do that up until now. Personally, I think nowadays it's too much of an inconvenience and ultimately not worth it, because you need to avoid entering at most airports, but that doesn't mean it's impossible. Not yet, that is.

  2. I think nobody will be able to give you a definite answer. Some people reported that they were interviewed due to their history. In case that happens, it all depends on convincing the consular officer that you are a genuine tourist - being able to show how you can support yourself seems to help in that case. In other words, funds well in excess of the minimum in a bank account back home, proof of money transfers to Thailand, etc.

They could also just reject your application based on the visas already in your passport, and if that happens, there's probably nothing you can do.

Some airport immigration crews are the ones making up non existent rules to deny entry and then put bogus reasons from section 12 of the immigration act as the reason for denial of entry.

Exactly. I've never had any issues when attempting to extend a visa exempt or tourist visa stay at an immigration office within Thailand, and I've used many different ones over the years. They simply didn't care how much time I had spent in the country previously.

If those 180 days max per year were indeed sanctioned by the very top of immigration, that simply wouldn't happen.
