Is your dependent daughter Thai? In that case, in the long run you would be much better off obtaining a visa / extension based on being the parent of a Thai than attempting to stay in Thailand long-term on tourist visa / visa exempt entries.

OP, you're a small presumably foreign woman and your main concern when being out and about after dark are the dogs? I think you should be more worried about other potential dangers.

I think that Hitler incited hatred against Jews wasn't and isn't the main concern of European leaders, past and present - they simply don't want their countries to be invaded and looted (and consequently lose their jobs).

As with Thailand's infamous TAT statistics, I'm wondering: I've visited Vietnam three times this year - do I count as a single visitor from my home country, or do they actually count the number of arrivals and I've been counted thrice?

You'd have proof of your onward flight, that should make it clear enough that you're just passing through. If possible, book both legs on a single ticket, there's a good chance that you won't need to go through immigration at all - check with the airline(s).

I think by law indeed they can’t transfer the last extension stamp to the new one.
So, is my embassy wrong and I just leave with 2 passports + letter in Bangkok? (I should expect a question why didn’t you transfer the stamp right? )
I guess the question is if you have a re-entry permit for your current extension and intend to use it when you come back to Thailand. If yes, you should get your stamps transferred in Surat Thani before leaving. If no, you can just show up at the airport with both passports and the embassy letter.

I think that's an overly simplistic view. If someone genuinely wants to study and if the quality of a school in Thailand is on par with those found elsewhere - I do realize those are BIG "ifs" - then there's nothing wrong with choosing Thailand over other countries for what you could call lifestyle reasons.
I think the real problem is that the MoE is doing a lousy job accrediting schools and their programs. Nowadays, nobody (including Thai consular officers) seems to take them seriously anymore.

Immigration have been known to process an extension even though the applicant has a "short" overstay, so I guess the question is where they draw the line. A few days? A week? More, like in this case? Who could tell beforehand!
I think the OP was wise to check with an agent instead of just rocking up at the immigration office. Money well spent.

Chiang Mai has been overrated for as long as I can remember. That the pollution keeps getting worse doesn't help. If it hadn't been for that "Lost in Chiang Mai" craze in recent years, Chiang Mai would hardly be worth talking about nowadays at all.

OP, just to clarify, the Thai consulate in Hong Kong will give you a tourist visa despite not being a resident?

In fairness, they do list the ticket to Thailand as one of the requirements on their website. They're not known to compromise on their published requirements, but on the other hand, if you give them what they ask for, it's a relatively easy place to get a visa even with quite some history. I was happy with them last month.

Apply in the morning and pick up in the afternoon of the following day. When I applied there for a SETV last month, the pick-up slot they wrote down on my receipt was quite late and quite short: 4pm to 5pm.

OP, I wouldn't bother to get a tourist visa in your case, for your next stay of 28 days.
Have your return flight booked before you enter Thailand, make sure to fill in the departure part of the arrival card accordingly and have the confirmation ready in case they question you again (I'd say it's unlikely, based on your history). Also have a hotel booking and the required "pocket money" in cash.

If she hadn't mentioned her Thai bank account at all and had only shown a bank statement from her home country right away, she would have avoided the extra scrutiny in all likelihood.
I've never shown or mentioned my Thai bank accounts when applying for a visa - I'm not surprised that a Thai consular officer cannot fathom why a tourist and prospective volunteer would have one.

I don't think that they'd cancel it outright, but that they might change the rules down the line in a way that affects existing visa holders is a legitimate concern. As with pretty much everything in Thailand, you pay your money and you take your chances - there will be no recourse if anything goes wrong.
