If you contend the phenomenon of wrongfully included cases is "widely reported" you are giving it a scale that is far exaggerated.
Figures in Thailand could be lower than the putative true figure because of overly exclusive classification, deliberate fabrication or suppression of data, or the latency of data.
I don't give the first two serious consideration. Latency of data however could be a factor.

Be careful, vet grade and pharma grade are two standards. You may get impurities. I wouldn't risk it. -

The patent application was a formulation patent or a patent on the ingredients of the pill, so it didn't have much merit.

I was one of those doomsayers. I said it was unsound to allow mass inter-provincial travel.
Thailand now has to work overtime to contain the wave. The new infections, clusters, lost jobs, physical restrictions arose directly from the mass travel. The data does not yet show that Thailand has climbed out of this mess.- 1

However, it is more likely a combination of latency, limited testing and asymptomatics.That said, I sincerely hope you're right.

That's not how it works, Danderman.
Unless your testing regime has 100% sampling, is 100% sensitive and 100% accurate, the numbers take time to swell up.
It is far too early to conclude that Songkran travels did no damage to the other provinces.

Don't expect too much precision in definitions.
"Major outbreak," "pandemic," "lockdown," are terms we can all intuit and understand, yet there is no universally accepted, hard definition. That's just the way it is.
It's more important to ask what measures need to be taken, or modified, or stopped.
