Did you not get a letter from your lawyer to present to the land office which should show what section of the law applies? Did you actually pay or was it just a talk on the phone?, I hear it's about 4k for the letter that a Lawyers in Issan will send you.

Does it not have a big removable lid? A pressure washer would work, I presume it has a drain plug. A photo would help. Plastic, stainless, or concrete???
