  1. Trash in Pattaya.  Yes ridding those single use plastic bags will certainly clean up the place.  Consider, Singapore has the same single use plastic bags as the rest of the world but you can literally not find a piece of litter.  Why?  They have strict laws against littering and they enforce them.  I have no problem with banning single use bags but are you just trading plastic bags for paper ones?  Until countries including Thailand start to fine people for littering the situation wont change.  You may find without plastic bags the loose trash becomes even worse.

First off the Russians meddling has never been shown to favor one candidate over another.  Many pundits have indicated that it was intended to sow discord, which it certainly has done.  The Democrats have no problem with illegals actually voting but somehow decry Russians making a few postings on social media.

Now you want meddling. Try Obama who sent taxpayer money to defeat Netanyahu.  The Russians did nothing so egregious

  3. You can go to IRS.gov and get hard copy forms to file and mail.  Far easier is they have an online service to fill out online and submit.  Also services such as HR Block, and Quickbook offer online filing.  They are easy you just follow the prompts and it asks you every pertinent question does the math and then file.  You must submit your last years AGI  Adjusted Gross Income to verify before the IRS will accept the online return.

An increasingly aging population could plunge Thailand into a welfare crisis,

Like every other country.  The government taxes the working so much that they can not support themselves and save for retirement.  In the USA government worker and teach pensions are so generous that they have huge underfunded liabilities.  This is despite a soaring stock market that should have eased the pension underfunding.  You can't have the federal and local governments confiscating upwards of 40% of the GDP and expect that the public has anything over to save for retirement.  Adding government pension benefits just exacerbates the problem by causing taxes to go up.  Government should be minimal providing only those essential services that the public can not do such as national defense, roads, and schools.  Instead every country has a government that like a cancer seeks to grow in size consuming even more of the GDP that the country produces.

This procedure from tourist or visa exempt is apply for change to non immigrant O visa entry after money in bank (can be same day) and this costs 2,000 baht - then after money in account 2 months extension for one year at cost of 1,900 baht.

You are correct.  I forgot that I used the income verification from the USA embassy which are no longer available.  I believe this person is Canadian and to the best of my knowledge Canada still issues income verification.  If that is true, he could go to the Canadian Embassy and get a verification letter in lieu of putting 800,000 THB in the bank.  If that is true, I would tell him to get two letters at the same time to avoid having to make an appointment at the embassy twice.  The verification are good for six months and he would need the second verification in 60 days when he applies for the 1 year 0 Visa

You could apply for the pardon and if granted apply for the Visa in Canada.  Another alternative is to come to Thailand on a tourist visa, open a bank account ( probably Bangkok Bank) would be the only bank allowing to you open without a retirement visa. Deposit 800,000 THB and wait for 3 months and apply here in Thailand.  The retirement visa here does not require a criminal background check. One way or another I doubt that driving while impaired charges that are almost 4 decades old would preclude you.

THAI told to speed up ฿156bn baht new aircraft purchase plan

That is amazing.  CEO says the company is teetering on bankruptcy and they want to embark on buying more new planes.  Who would finance them?  Unless it is the Thai government a lender has to fear being the owner of now some used aircraft.  Thai does not seem to understand that the equipment on virtually every airline is viewed identically.  Either a Boeing or Airbus.  However, the fares are markedly different between Thai and virtually every other airline.  That means they have less than a full airplane which renders them not cost effective. That won't change with 36 new planes.

They are copying the Amazon model.  They include items in the search that you are not looking for in the hopes you see something else you want to buy. To screen for the best price for the identical item takes screening and they hope the longer you are on the site the more you will buy.

Some amphurs may require different papers that others- as usual there is not always standardization of legalities

I was refused in Bkk, and approved in Pattaya.

It it totally up to the amphur what they require.  Pattaya was requiring a background check taking up to two months.  Bangkok only the letter of single status from the U.S. Embassy and a translation of the affidavit of single status from English to Thai legalized by the Ministry.
